Mr. Charles Loray has been employed by the Rochester Police Department since 1974. Lieutenant Loray is the commanding officer of the Professional Development Section. His responsibilities include training for recruit and in-service officers, backgrounds, recruitment, and media productions. Mr. Loray is a NYS Certified Master Police and Security Guard Instructor. Prior to his assignment in Professional Development, Mr. Loray worked various nighttime patrol assignments as a police officer, sergeant and lieutenant.
Mr. Loray received his Bachelors of Science and Masters of Public Administrations both from SUNY Brockport. He instructs Security Administration, Crime Prevention and Introduction to Criminal Justice.
Mr. Loray's affiliations include: Law Enforcement Training Directors Association of NYS, American Society of Law Enforcement Trainers, Alternative for Battered Women and an advisory board member of Rape Crisis.
