Mission Statement
The Office of Police and Public
Safety Research and Organizational Development will provide public safety
organizations (Police, Sheriff, Fire, Rescue, and EMS) agencies with
management and staff assistance consisting of a broad array of topics
listed below. Staff will provide expertise to agencies in the form of
research and development, organization and staff needs, community liaison
and partnership development, and assistance with problem solving issues.
In addition, we are committed to the principle of community and neighborhood
problem solving and the concept of community oriented government. An
area of particular benefit is our partnership with Pro-Change
Behavior Systems, Inc. , at the University of Rhode
Island. The development of a powerful planning and implementation
model for organizations and institutions considering major changes,
(i.e., community oriented policing) is under development. Pro-Change
has used a similar model for nearly two decades in health sciences with
great success . Whereas 60%
of new reengineering efforts fail, starting a project using proven
methods that enhance the likelihood of success, is cost effective, healthy
for employees, and results in vastly improved mission and goal accomplishment.
Purpose
The purpose of the Office of Public Safety Research
and Organizational Development is to provide public safety agencies
with expertise in the following areas:

Staffing
Staff are selected for each project bringing a variety
of specialization and broad general knowledge that is matched to the
task at hand. Successful accomplishment of the goals of each project
is paramount to our delivery of service and demands the attention of
experts who can best fulfill this mission.
Staff members serve as partners
to the Office of Police & Public Safety Research and Organizational
Development, conducting required research and project specific tasks.
Staff members are from a wide variety of backgrounds that include experience
as a practitioner, academic, and research practice.
