120 State University College at Brockport

120.01 College Council

  1. The College Council consists of nine members appointed by the Governor, serving staggered seven-year terms, and one student elected yearly by the student body. Under general policies determined by the SUNY Board of Trustees, the College Council reviews all major plans of the College which are generally defined to include, among others, plans for appraisal or improvement of faculty and other personnel; expansion of institutional plants; and appraisal or improvement of student activities and housing.
  2. Additionally, the College Council passes regulations governing the care, custody, and management of lands, grounds, buildings, and equipment; reviews budget requests; fosters the development of citizen advisory committees; names buildings; passes regulations governing the conduct and behavior of students; prescribes, submits and exercises supervision over student housing and safety; submits an annual report to the SUNY Board of Trustees; recommends to the Board of Trustees candidates for appointment as President of the College; and performs such other duties as may be authorized or required by the Board of Trustees.

120.02 Administrative Organization

  1. The College is administered by the President, the President's staff, and the faculty and professional staff. The President, as Chief Administrative Officer, is responsible to the Chancellor and the SUNY Board of Trustees.
  2. Pursuant to Article IX, Titles A and D, of the Policies of the SUNY Board of Trustees, the President, subject to the approval of the Chancellor, prepares the organizational structure of the College and defines the powers, duties, and responsibilities of the administrative officers and chairpersons of the departments and deans of the College.

120.03 College Faculty

  1. The Voting Faculty of the State University College at Brockport shall include the Chancellor, the administrative officers, professional employees, librarians, academic faculty, and emeriti from these groups. For the sole purpose of determining who may vote for Senators representing academic departments or administrative units hereinafter named, departmental or unit Voting Faculty shall be defined as Voting Faculty who are appointed to a single department or unit as indicated by the current personnel roster, with the following special provisos:
    1. Voting Faculty members who hold appointments to two or more departments or units, with more than a half-time appointment in one department or unit shall vote in the department or unit of their primary responsibility.
    2. Voting Faculty members who hold appointments to two or more departments or units with no more than a half-time appointment in any one department or unit may vote in any of the departments or units to which they hold appointments. The faculty member registering his/her choice with the chairperson or head of that department or unit and the Chairperson of the Senate Committee on Nominations, Elections and Committees once each academic year shall determine this.

120.04 College Administrative Conference

The College Administrative Conference is comprised of the Chancellor, the President of the College and such other persons as may be designated by the President. It serves as an advisory and consultative body to the President pursuant to Article IX, Title E of the Policies of the SUNY Board of Trustees.

120.05 College Organization

  1. Office of the President
    1. The President, as Chief Administrative Officer, is responsible to the Chancellor and the SUNY Board of Trustees, and as such has the general responsibility for the operation of the College. The President oversees the preparation of the College's annual budget and the allocation of resources for College purposes, makes policy decisions with respect to the mission, plans and development of the College, and is responsible for promoting the College and representing its interests among its various constituencies. The President assigns duties, powers, and responsibilities to other administrative and academic officers or to special committees. The President has final legal responsibility for the appointment, reappointment, promotion, and separation from service of all staff members.
    2. The Director of Affirmative Action is responsible for administering the College's Recruitment, Hiring, and Equal Employment Opportunity polices and procedures ensuring the College's compliance with related laws, rules, and regulations dealing with human rights.
  2. Office of Provost and Vice President for Academic Affairs
    1. The Provost and Vice President for Academic Affairs, as the College's chief academic officer, has overall responsibility for academic and faculty affairs, and administers the Instruction and Departmental Research portion of the College's budget. The Provost oversees the divisions, special units, and academic programs, and is responsible for the planning, direction, and evaluation of new and developing programs. The Provost has general responsibility for the recruitment of the College faculty and their retention and promotion. The Provost oversees the academic programs of the divisional units and all other educational and academic activities conducted under the College's auspices. Reporting to the Provost are the Vice Provost, Deans for Letters and Sciences, Arts and Performance, Professions, International Programs, Information Resources, Graduate Studies and Special Programs, the Director of Institutional Research.
    2. The Vice Provost has overall responsibility for the General Education Program, the Honors College, Delta College, Academic Program Assessment, Academic Policy Administration, Center for Excellence in Learning and Teaching, Transfer Articulation Office, and Student Learning Center. The Vice Provost works with the faculty in the review and revision of the General Education Program, supervises course offerings, and develops faculty interest in the area. The Vice Provost supervises the Directors of the Honors College, Delta College, Center for Excellence in Learning and Teaching, Transfer Articulation, and Student Learning Center. The Vice Provost represents the Provost and Vice President when requested.
    3. The Director of Institutional Research is responsible for the coordination of and support for strategic planning initiatives; analysis of recruitment and marketing efforts, student retention, and student assessment and learning outcomes; development of peer comparisons and performance measures; coordinator of campus survey efforts; development and analysis of institutional research databases.
    4. The academic Deans work with their faculties to develop curricula and to maintain standards of performance. The Dean is immediately concerned with recruitment and decisions involving tenure, renewal, promotion within his/her division, and with other personnel matters. The Dean recommends appointments of department chairpersons, in consultation with the Provost. The Dean administers the Instruction and departmental Research (I & D.R.) portion of the budget relating to his/her school. The Dean exercises leadership in instruction and curriculum and the on-going review, evaluation, and redesign of academic programs. He/she also participates in the on-going process of articulation with other colleges.
    5. The Dean of Information Resources is responsible for Drake Library, Information Technology Support Services, and Systems and Networking. Ad Dean of the Library, he/she is responsible for the acquisition and maintenance of library materials to enable the realization of the educational aims of the College, as well as for the maintenance of effective library service, including necessary instruction in the use of the library materials and resources. The Dean recommends funding, staffing, and equipment for the Library, Information Technology Support Services and Systems and Networking. He/She has administrative responsibility over personnel in those areas. The Dean is also responsible for assuring efficient and proper operation of the campus' computing resources, serves as the campus coordinator for technology support services, micro-computer and peripheral equipment acquisition review and repair, manages the campus network, and assists in the design and use of various media presentation systems.
    6. The Dean of Graduate Studies has overall responsibility for the Graduate Education Program, the Graduate admission process, supervises the Grants Development, Office of Professional Education, Special Sessions and Programs which include: MetroCenter, Telecourses, SUNY Learning Network, Special Sessions, and Off Campus courses. The Dean also supervises the Directors of the majority of access programs, including CSTEP, McNair, Summer Research, SSPP, and Talent Search. The Dean works with the faculty in the review and revision of the Graduate Education Program, and supervises course offerings.

  3. Office of the Vice President for Administration and Finance
    1. The Vice President for Administration and Finance has overall administrative and coordinating responsibility for the management of fiscal, facilities and planning, and several non-academic support activities. These include business and financial affairs, facilities planning and the operation of the physical plant, human resources, environmental health & safety, and procurement and payment services. The Vice President also serves as the operations manager for the Research Foundation, and is the President’s liaison to the Brockport Auxiliary Service Corporation. The Vice President also coordinates the College’s Internal Control Program.
    2. The Assistant Vice President for Finance and Management represents the Division on a number of College-wide committees, is involved in MetroCenter building administration, and participates in the development of external campus partnerships that have financial implications. The Assistant Vice President is responsible for BASC Other Agency Account approvals, COPS financing, Revocable Permits, and OSC Security Administration. The Assistant Vice President is also responsible for implementing the College’s Internal Control Program under the direction of the Vice President for Administration and Finance. Operating under the direction of the Assistant Vice President are the Offices of Accounting, Budgeting, Student Accounts, and Telecommunications.
      • The Accounting Supervisor reports to the Assistant Vice President for Finance and Management. The Accounting Supervisor is responsible for maintenance of all college accounting records. College accounting records include general ledger, SUNY Uniform Revenue Accounting system, bank accounts and related statements, audit records, and payroll distribution records. The Accounting Supervisor also serves as the campus records retention officer.
      • The Director of Budgeting and Grants Administration is directly responsible to the Assistant Vice President, and supervises the budget and financial analysis operations, and supervises post award activities for grants under the direction of the Vice President for Administration and Finance. Responsibilities include financial modeling, monitoring of the College budgets, providing SUNY System Administration with required reports and analysis and serving as staff to the Budget and Resource Committee.
      • The Director of Student Accounts is responsible for the operation of the Office of Student Accounts. The Director is responsible for the receipt and disbursement of all student accounts including the posting of financial aid awards to student and/or the distribution of financial aid awards directly to students. The Director of Student Accounts provides oversight of a comprehensive financial operation designed to assist students and their families with their student accounts. Responsibilities include billing, loan and scholarship payment processing, and counseling students relative to their financial obligations.
      • The Director of Telecommunications supervises the operation of the campus, including the MetroCenter, telephone system. Other responsibilities include management of various contracts including ResNet and telephone maintenance. This person has the responsibility of maintaining and auditing the campus cabling infrastructure. The Director is also responsible for the College’s business processes as they pertain to Accounting, Budgeting, Student Accounts and Telecommunications.
    3. The Assistant Vice President for Facilities & Planning is responsible for facilities planning, programming, construction, rehabilitation, maintenance, repair and operations of the physical plant. The Assistant Vice President supervises the physical plant operation, building trades, automotive services, custodial services, roads and grounds, utilities, mail and shipping and receiving.
      • The Director of Facilities Maintenance is responsible for the leadership, development, planning and supervision of Custodial, Grounds, Transportation, and Residential Life and Academic Building Zone Maintenance and Renovation Teams. The Director is tasked with operating, repairing, maintaining and renovating facilities in accordance with federal, state and local building and environment policies, regulations and codes. Collateral responsibilities include: upholstery, furniture repair, keys & locks, and special events support.
      • The Director of Utilities and Energy is responsible for all aspects of the campus utility system including utility purchases, distribution, project planning, maintenance and repair. Systems include the major infrastructure and individual building systems for electric, water and HVAC. Concurrently oversees the campus energy conservation program.
      • The Director of Planning is responsible for developing, budgeting, planning, implementing, and administering both capital and non-capital construction, renovation, and rehabilitation projects to campus facilities. Also is responsible for maintaining the facilities network that includes facility space utilization records.
      • The Director of Facilities Services is responsible for providing customer service support for the Office of Facilities and Planning in the areas of administrative support, budgeting, and building/mechanical supply warehouse, the purchase of supplies and equipment, and assigning, fleet vehicles. The Director is responsible for the campus-wide customer service support for the operation of the mail system, the central shipping and receiving system, surplus property storage and disposal system, faculty, staff and student event set-up, and general moving services.
    1. The Director of Procurement and Payment Services oversees and supervises the purchasing and payment processes for equipment, supplies and services in accordance with SUNY and State Audit and Control policies and regulations. Responsibilities also include supervision of the travel and VISA Procurement Card functions
      • The Assistant Director of Procurement and Payment Services supervises the accounts payable functions.
    1. The Director of Human Resources is responsible for the planning, budgeting, development, interpretation, implementation, coordination and administration of policies and procedures pertaining to Affirmative Action, Payroll, and Personnel services.
      • The Director of PAYROLL AND BENEFITS is responsible for supervising the day-to-day operations of the Payroll Office including the timely preparation of the following bi-weekly payrolls: Regular State, College Work-Study, Student Temporary Service, and Graduate/Teaching Assistant and for administering attendance and leave policies including the maintenance of the accrual records. The Director also supervises the benefits function.
      • The Assistant Director of Human Resources/Affirmative Action Officer assists the Director in administration of personnel/payroll activities. As the Affirmative Action Officer, the person in this position monitors faculty and professional staff search processes. He/she also acts as EEO complaint officer.
    2. The Director of ENVIRONMENTAL HEALTH AND SAFETY is responsible for all aspects of the campus environmental health and safety program and serves as the principal facilitator for compliance with OSHA/ PESH, NYSDEC, Right-to-Know/ Hazard Communication standards, rules and regulations.
  4. Office of the Vice President for Enrollment Management
    1. The Vice President for Enrollment Management is responsible for the marketing of the College. Units reporting to the Vice President are Academic Advisement, Admissions, Design & Production, Career Services, Financial Aid, Marketing Communications, Registration and Records, Student Employment, and Retention.
    2. The Director of Academic Advisement is responsible for coordination of the College's faculty-based academic advisement program.
    3. The Director of Admissions is responsible for the administration of the admissions program, development and coordination of recruitment and admissions activities of the admissions staff, budget formulation, and liaison activities with faculty, staff, Deans, the Administrative Computing Center, and Faculty Senate Admissions Committee.
    4. The Director Of Career Services is responsible for assisting students in career planning, career exploration, and job search techniques. The Director also manages the Career Resource Room, credential service, community service, cooperative and experiential education, off-campus job recruitment and placement, and various career and job fairs.
    5. The Director of Design and Production supervises the work of the Print Shop, graphic designers, photographers, typesetters and assistants, as well as off-campus design and production services and vendors. The Director is responsible for computerized-design area and desktop publishing functions. Assists the Vice President in planning and implementation of advertising, collateral materials, and other areas of marketing communications. All College information projects involving graphic design solutions or print production is coordinated through this office.
    6. The Director of Financial Aid oversees the administration of all federal, state, and local aid programs; the preparation of the student financial aid packages; the securing of state and federal aid; and advisement and counseling of students with respect to financial aid matters.
    7. The Director of Marketing Communications is responsible for the College's marketing support program. The Director plans and implements marketing communications programs that include the following components: public relations plans and implementation, catalogs, handbook, bulletins, flyers, posters, advertising, videos, public service announcements, event marketing, crisis communication management, and internal and external newsletters and magazines.
    8. The Associate Director of Registration and Records is responsible for registration, class and classroom scheduling, transcripts, examination scheduling, and maintains the academic records of all students.

  1. Office of the Vice President for Student Affairs
    1. The Vice President for Student Affairs is responsible for nonacademic matters involving students and student development programs and service. Functional areas included are: College Union, Cultural Center, Disabled Student Services, Educational Opportunity Program, Public Safety, Residential Life, Student Activities, Student Counseling Center, Student Health Services. The Vice President is also responsible for overseeing: College-sanctioned student activities and organizations; a variety of special support programs such as advising and counseling foreign students, veterans, and disabled students; the Campus Judicial System; and special events such as the opening of school, student orientation, and Commencement.
    2. The Director of College-Wide Events is responsible for Student Affairs professional staff development, administers the budget and personnel affairs of the Division of Student Affairs, directs Commencement and Honors Convocation planning and procedures, and opening of school/orientation. The Director works closely with the Vice President in planning and implementing programs and services for the Division of Student Affairs.
      • The Director of the Counseling Center is responsible for providing educational and preventative programs of mental health on campus, as well as providing short-term individual and group counseling for students. The Director consults with faculty and staff who have concerns about individual students.
      • The Assistant Director of Student Health Services is responsible for provision of supervision of medical care for enrolled The Assistant Director supervises a staff o nurses, health care providers, and support staff, maintains close liaison with the staff of the Counseling Center; and consults with faculty, staff and administration on matters related to health care and preventive health practices. The Assistant Director of Student Health Services reports to the Director of Personal and Academic Counseling/Health Services.
    3. The Coordinator for Disabled Student Services/ADA Compliance provides support and assistance to students with medical, physical, emotional or learning disabilities; especially those experiencing problems in such areas as academic program, career choice, or adjustment to the campus environment. Among the services provided are those related to accessibility of College facilities, adaptive equipment, teaching materials and strategies, advocacy for student needs, and referral to appropriate governmental agencies. The Coordinator serves in an advisory capacity to the College at large, and works closely with other student services to ensure that the needs of disabled students are met. The Coordinator for Disabled Services reports to the Vice President for Student Affairs.
    4. The Director of the Educational Opportunity Program is responsible for the overall operation of the program to insure that educationally and financially disadvantaged students are provided academic, financial and personal support to be successful. The Director is also responsible for maintaining contact and a working relationship with offices such as Admissions, Financial Aid, Bursar, Accounting, Residential Life, etc. to assist in meeting the needs of the students.
    5. The Director of Cultural Center for Student Services and Development is responsible for the overall operation of the Cultural Center and its programs including the Leadership Development Institute and International Student Services. This includes a variety of activities and programs that address the areas of academic achievement, counseling, promotion of social/cultural events, recruitment, and student retention.
    6. The Director of Public Safety is responsible for the administration of the Public Safety forces on the campus, including safety, and law enforcement. The Director supervises the maintenance of law and order on the campus and the enforcement of state and local laws as well as the rules and regulations of the campus.
    7. The Director of Residential Life is responsible for providing a residence hall program based on student development objectives that complement the educational mission of the College. The Director works closely with faculty and staff to provide a high quality physical, educational and social environment for residents. The Director is responsible for managing all personnel and fiscal resources including all special living options. The Associate Director of Residential Life serves as the Coordinator of the College Judicial system and as the records certification officer for the Division of Student Affairs.
    8. The Director of Student Activities and College Union is responsible for the overall operation of the Seymour College Union and student activities programs. The office is responsible for keeping the campus Master Calendar of Events and for approving facilities reservations. The Director and staff advise and assist student organizations, Brockport Student Government, and coordinate Greek Affairs.

  2. Office of Vice President for Advancement
    1. The Vice President for Advancement is responsible for constituency relations and private resource development programs. The Vice President supervises staff who plan and execute programs and services for alumni, emeriti, student families, and friends of the College. Fund raising campaigns among these same constituents, as well as faculty, staff, corporations and foundations are administered by the Vice President of Advancement, who also serves as the President of the Brockport College Foundation, Inc.


120.06 Brockport College Foundation Inc.

  1. The Brockport College Foundation, Inc. is a not-for-profit corporation chartered in 1976 under the Laws of the State of New York. It is charged with the solicitation and acceptance of gifts to the College.
  2. Gifts may be in the form of cash, securities, land, works of art, life insurance and other items of value; the Foundation may accept any gift consistent with the educational policies of the College. Donations to the Foundation are tax exempt. Gifts may be expended by the Foundation on the basis of need and program merit.
  3. The Brockport College Foundation is responsible for soliciting funds for the College from faculty and staff, corporations, foundations, the community-at-large, and other friends of the College. Any faculty member or staff member wishing to approach private sources for support of a project or activity within the College works through the Foundation Office and the Vice President for Advancement, following established procedures, before making any outside solicitation approaches.

120.07 Brockport Alumni Association Inc.

  1. The Brockport Alumni Association represents more than 60,000 alumni of the College. It keeps alumni in touch with the College and with other alumni through publications, programs, and special services. Through their annual gifts, alumni are given active status membership in the Association. Several special benefits, rights, and privileges are granted to active status members.
  2. The Association is administered by the Executive Director of the Association under the direction of the Board of Directors, a body of at least 20 members. In addition to an annual meeting of the Association, the Board of Directors meets quarterly to receive reports, set policy, and direct the association's activities.

120.08 Brockport Auxiliary Services Corporation, Inc.

  1. The Brockport Auxiliary Services Corporation, Inc. is a not-for-profit membership corporation legally incorporated under the laws of the state of New York. It was created to operate the auxiliary services and to carry out activities not financed by state funds. The BASC operates under a contract with the State University of New York and the State University College at Brockport.
  2. The Executive Director of the Brockport Auxiliary Services Corporation is responsible for the operation of the various auxiliary services of the College, including Dining Services, campus IDs, parking, contract management (laundry, vending, ATM), College Store, agency accounting for student organizations, and similar functions.
  3. A board of directors consisting of administration, student, faculty governs the Brockport Auxiliary Services Corporation, and alumni representatives elected at an annual meeting. The board meets several times during the academic year to address policy, financial and budget issues.
