840 Policies of Established Fees, Fines and Charges

(The following fee amounts are subject to change. Refer to the Bursar’s Office or Banner transactions for the amount for the current semester.)

 

Eligibility for New York state tuition rates is based upon the student being a permanent resident of New York State and does not involve a mandatory waiting period for financially independent students who meet eligibility requirements. Being present in New York State to attend college does not, in and of itself, make a person a permanent resident. Information on establishing eligibility for New York state tuition rates is available on the Bursar's Office web page at www.brockport.edu. Applications for New York State tuition status must be submitted prior to the start of the academic period of study to be effective for that period of study.

 

840.01 AUTHORIZATION TO MAKE CHARGES

 

There is three levels of authority for establishing University charged: the Board of Trustees, the Chancellor or designee, and each campus administration. Descriptions of the charges, basis for authorization, and Board of Trustees actions are contained in SUNY Policy, item 050 - Fees, Rentals, and Other Charges.

 

840.02 FEE PAYMENT AND DEFERMENT

 

The payment of all fees is due as directed by College officials. Deferment of fees is permitted only when a student is receiving financial aid or other financial assistance that specifically provides for the payment of fees directly to the College. 840.03 ADVANCE DEPOSITS

 

An advance deposit for tuition is required from each undergraduate student admitted to the College. An advance deposit for housing is also required for students planning to live in the residence halls. No advance deposits are required for graduate students. 840.04 COLLEGE FEE

 

The College Fee is assessed to all students. It is used to reduce the bonded indebtedness of the Dormitory Authority. (SUNY Policy items of interest include: 010 - Tuition, Fees and Other Charges; and 052 - College Fee.)

 

840.05 ADMINISTRATIVE FEE

 

The College reserves the right to charge a nominal service fee in cases where students, through negligence, fail to meet certain administrative appointments important to the conduct of College business or to abide by publicly announced deadlines.

 

840.06 TUITION

 

A person whose domicile is in New York state for a twelve-month period prior to registration is eligible for New York state resident tuition rates. Persons who do not meet this twelve-month duration requirement will be presumed to be out-of-state residents and will be charged out-of-state tuition rates unless satisfactory proof is presented to show that domicile in New York state has, in fact, been established, not withstanding the duration requirement. 840.07 STUDENT ACTIVITY ASSESSMENT

 

The Brockport Student Government fee is mandatory in accordance with the Board of Trustees Resolution 71-90 and recent referendum. This assessment is payable each semester and summer session. The Brockport Student Government has determined that BSG provides services, which are essential to all students through representation of these students in college, state, and national educational policy development. Part time and of campus students benefit from the efforts of the Brockport Student Government.

840.08 LATE REGISTRATION FEE

 

Each student permitted to register after the scheduled registration period has concluded must pay a late registration fee. (SUNY Policy items of interest include: 010 - Tuition, Fees, Rentals, and Other Charges; and 050 - Fees, Rentals, and Other Charges.)

 

840.09 RETURNED CHECK FEE

 

All dishonored checks returned to the Bursar's Office by the bank must be redeemed immediately in the Bursar's Office with cash, a money order, or a bank's cashier check. A service charge is assessed for all dishonored checks. (SUNY Policy items of interest include: 050 - Fees, Rentals, and Other Charges.)

 

840.10 LOST KEY FEE

 

Fees are charged in varying amounts for each lost administrative room key, for a dimple, or high security key in addition to the cost of replacing or modifying keys and lock mechanisms. Fees are charged for each lost dormitory room/mailbox key or for replacement of a dormitory front door key. (SUNY Policy items of interest include: 050 - Fees, Rentals, and Other Charges.)

 

840.11 TRANSCRIPT FEE

 

A student is entitled to one free transcript each semester. A fee is charged for each additional transcript. (SUNY Policy items of interest include: 050 - Fees, Rentals, and Other Charges.)

 

840.12 PLACEMENT CREDENTIAL FEE

 

A minimal fee is charged for each placement credential package prepared for current students and alumni. (SUNY Policy items of interest include: 050 - Fees, Rentals, and Other Charges.)

 

840.13 LIBRARY FINES

 

1. A fee is assessed per book per day up to a maximum amount per book for circulating materials not returned by the required date.

 

2. A fee is assessed per hour per book up to a maximum amount per book for late return of reserve books.

 

3. A fee for the replacement of lost books will be assessed at the cost of the book plus a processing fee.

840.14 PARKING FINES

 

Parking violators are fined for a parking ticket (the amount of the fine is increased after 10 business days). There is an increase in the fine for parking in a handicapped parking space (the amount of the fine is increased after 10 business days). 840.15 LATE PAYMENT FEE

 

Late payment fees are assessed to students for each monthly billing where payments have not been made by the payment due date.

 

840.16 LATE ADD/DROP FEE

 

Students, who have not completed the add/drop procedures within the established deadlines, will be required to pay a special late add/drop fee. (SUNY Policy items of interest include: 050 -Fees, Rentals, and Other Charges.)

 

840.17 ATHLETIC FEE

 

A mandatory athletic fee is charged per academic year, billed each semester, and is used to partially support the campus intercollegiate athletic program. (SUNY Policy items of interest include: 050 - Fees, Rentals, and Other Charges.)

 

840.18 HEALTH FEE

 

A mandatory health fee is charged per academic year, billed each semester, and is used to support campus student health services. (SUNY Policy items of interest include: 050 - Fees, Rentals, and Other Charges.)

 

840.19 TEACHER CERTIFICATION FEE

 

A fee is charged to partially fund the processing of student applications for New York State Teacher Certification. (SUNY Policy items of interest include: 050 - Fees, Rentals, and Other Charges.)

 

840.20 TECHNOLOGY FEE

 

A fee is charged per academic year and during summer sessions to support technology services provided by the College. (SUNY Policy items of interests include: 050 - Fees, Rentals, and Other Charges.)

 

840.21 NON-MATRICULATED STUDENT APPLICATION FEE

 

An application fee is assessed to all non-matriculated students to fund activities related to admissions screening, advising, and monitoring academic progress of non-matriculated students. (SUNY Policy 050 - Authorized 08/22/00, E. Kumar Letter - B.Stenson approval)
