Richard Lumb is Director of the Institute for Leadership Development in Public Safety & Criminal Justice and Co-Director of the Institute for Public Safety Policy Studies at the State University of New York at Brockport.  He is an Associate Professor in the Department of Criminal Justice at SUNY Brockport

 

Lumb’s academic career includes Chair and Program Director of Criminal Justice and Police Certification Training at Western Piedmont Community College, in Morganton, North Carolina; Associate Professor, Department of Criminal Justice at the University of North Carolina at Charlotte; Associate Professor and Graduate Coordinator, Department of Criminal Justice at Northern Michigan University; and Chair and Associate Professor, Department of Criminal Justice, State University of New York at Brockport.

 

While at the University of North Carolina at Charlotte, Lumb served as Director of the Research, Planning and Analysis Bureau for the Charlotte-Mecklenburg Police Department (1400 sworn officers), in Charlotte, North Carolina.  During this period he was also the Director of the Carolinas Institute for Community Policing for five years.  This program was funded by the Office of Community Oriented Policing (COPS) and provided a wide variety of professional development and technical assistance to police and sheriffs in North and South Carolina.  Lumb’s twenty-five year policing career includes ten years as a chief of police in two communities.  He has a Ph.D. from Florida State University and a Master and Bachelor of Science degree from the University of Southern Maine.

Ronald L. Breazeale, Ph. D., is a clinical psychologist with over 30 years of experience in the fields of mental health and alcohol and drug abuse.  Dr. Breazeale has worked with police in a number of capacities since the mid-1970’s.  He provided assistance in the development of a program for police and sheriff agency supervisors and managers to recognize employee issues and problems and devise strategies to address them before they became a major concern.  This program was taught by the Carolinas Institute for Community Policing, a project funded by the Department of Justice, Office of Community Oriented Policing, Washington, D.C.

Dr. Breazeale has developed and administered numerous mental health and substance abuse programs in hospitals, mental health centers, and independent group practices.  These have included Criminal Justice Liaison Programs, Emergency Services, and Specialized Outpatient Service Programs.   Dr. Breazeale has served as the Executive Director for Psychological and Educational Services, the largest independent group mental health and substance abuse practice in Northern New England.  He has been active in the field of professional psychology, serving as President of the Maine Psychological Association and was instrumental in the formation of the Maine Division of Independent Practice.  He has served on the Council of Representatives of the American Psychological Association and was involved in the establishment of APA’s Psychology Rural Health Interest Group.

Dr. Colaprete has been an adjunct professor of criminal justice studies and institute partner for the Criminal Justice Department and Institute for Public Safety Policy Studies respectively, at the State University of New York College at Brockport since 2000.  He also holds a dual appointment as an adjunct professor of public administration in the Public Administration Department of the College.  With respect to his law enforcement background, he is currently a police lieutenant who has been in the law enforcement field serving the Rochester Police Department since 1985.  He has been assigned to patrol, research, training, administration, internal affairs, and investigative support.  Dr. Colaprete has published several peer reviewed and professional journal articles in the areas of criminal and internal investigation as well as police training techniques.

Primarily in police science and operational issues.  Research interests also include the criminal and administrative investigation processes, police training techniques, program evaluation methodologies, mentoring, and knowledge management.

Education:

Mr. Metz holds a Masters Degree in Health Science (1975) and Masters Degree in Public Administration (1985) from the State University of New York at Brockport.  

Professional Experience:

Metz is an Associate Professor of Health Science and Founder and Coordinator of the Alcoholism and Substance Abuse Studies Program at the State University of New York at Brockport.  He has been at SUNY Brockport since 1986.  In this capacity Mr. Metz has also served as the program director for four United States Department of Education Substance Abuse Prevention and Intervention Grants and one United States International Agency Grant on Drug Treatment and Prevention to Near and Southeast Asia.

Prior to that Mr. Metz served as the program director for the St. Joseph’s Villa Adolescent Substance Abuse Treatment Program.  Before that he served as the Associate Director of the New York State Governor’s Task Force on Alcoholism Treatment in Criminal Justice.  In this capacity Metz was responsible for the administration and coordination of a multi agency task force charged with identifying and assessing alcohol and substance abuse related problems within the criminal justice system in the State of New York.

Professor Metz’s research has been in the areas of Drug Prevention and Attitudinal Change in Rural School Personnel, Substance Abuse Prevention Programming in Rural Areas and Adolescent Substance Abuse and High Risk Behaviors.

Mr. Metz is also a Master Addiction Counselor (MAC), New York State Alcoholism and Substance Abuse Counselor (CASAC) and New York State Prevention Professional (CPP).

Mr. Metz serves as a consultant to numerous organizations and has lectured extensively on the topic of substance abuse treatment, interventions and prevention.   He has developed numerous training materials and manuals to facilitate program development and evaluation in his area of expertise.

Honors:

 

Mr, Metz is the recipient of numerous awards for outstanding service to the profession of substance abuse treatment, counseling and prevention.  These awards include the State University of New York Outstanding Service Award (2004), Outstanding Alumni Award (1999), the Phi Betz Delta International Scholars Medal for Contributions to International Drug Prevention (1998), State University of New York at Brockport Career Achievement Award (1991), and the International Narcotics Enforcement Officer’s Association Award of Honor (1989).
