FROM:        Brian T. Stenson

SUBJECT:   Revised Property Control Threshold for State-owned Computer Related Equipment

Based on recent requests from several campuses, please be advised that we are increasing the State-owned equipment threshold for computer-related equipment to $1,500 in the property control system (PCS).  The new limit may be implemented immediately and now standardizes the limit for all equipment except the special classes of assets for artwork and antiques.

It continues to be the campus responsibility for assigning an ownership tag to all equipment items, including those below the $1,500 threshold.

We must also advise you of a legislative mandate (Executive Law, Article 10-A, Section 206a, Subdivision 12, 12-a and 12-b) that has been directed to the New York State Office for Technology (OFT) for establishing and maintaining a Statewide IT inventory.  It will be the campus' responsibility to provide the necessary information of OFT so that it may carry out the reporting responsibilities under this statute.

We have discussed the new threshold with Mr. Al Dannes of the Office of Capital Facilities and have arranged for a one-time purge of computer-related equipment assets below the $1,500 threshold from the PCS at the end of January 2001.
