The Campus Emergency Plan: Introduction

Brockport Status

The College at Brockport is conducting business under normal operations.

Introduction

This plan is the result of the recognition that The College at Brockport, State University of New York has the primary responsibility for managing emergency and disaster situations on campus. It was further recognized that a comprehensive plan was needed that was compliant with the requirements of SUNY Policy 5606 and Homeland Security Presidential Directive 5, including the National Incident Management System (NIMS).

The plan must also be consistent with and closely linked to the emergency plans of surrounding municipalities and other organizations. The plan was prepared by College officials, has been approved by the President of the College, and major changes are reviewed by Monroe County Office of Emergency Management. This plan is an integral part of the regional emergency management program. Authority to undertake this effort is provided by NYS Executive Orders 26 (Pataki) and 5 (Spitzer).

The College recognizes the need for a comprehensive emergency management plan. The plan outlines actions and activities to facilitate such a management capability.

The development of this plan is based on a realistic assessment of potential hazards that could affect our community, and an assessment of existing capabilities to respond to those situations.

This plan is patterned after the comprehensive plan adopted by New York State and Monroe County which, in an emergency or disaster that extends beyond our capabilities to resolve, will be the first unit of government officially notified and to which requests for assistance are forwarded.

Comprehensive Approach

The concept of prevention, planning, response, recovery and mitigation, is acknowledged as the appropriate way of managing emergencies and disasters. This comprehensive approach can save lives and minimize damage related to the occurrence of an unusual event. This plan consists of sections dealing with all aspects of emergency planning and preparedness.

The plan assigns responsibilities for emergency management to existing College officials and offices. The assignments are made within the framework of the existing management organization of the various offices. Several offices maintain standard operating procedures for special situations, and they are considered part of this plan.

The College at Brockport, State University of New York has primary responsibility for managing all phases of a disaster that occurs within the College. Monroe County is obligated to provide assistance to the College after resources are exhausted and we are unable to cope with the disaster.

Management Responsibilities

The plan describes how centralized requests for assistance are to be handled and documented. The following emergency response plans are included as part of this plan by reference. They include:

  • The College at Brockport, State University of New York Emergency Response/Contingency Plan Chemical Spills
  • The College at Brockport, State University of New York IT Systems Emergency Plan
  • BASC Dining Services Emergency Plan
  • The College at Brockport, State University of New York Health Center Emergency Infection Control Plan
  • The College at Brockport. State University of New York Spill Prevention Control and Countermeasure Plan

The Emergency Manager will maintain a copy of these response plans in the primary and backup Emergency Operations Centers (EOC).

Incident Classifications

Incidents are classified into four (4) levels. Authority is provided to a limited number of individuals to classify incidents. Certain automatic actions are initiated based on the incident classification. It is recognized that for an emergency plan to be successful. first responders must have authority to activate the response plan and initiate critical actions to manage the situation.

The incident classifications are:

  • Level 0 Non-Emergency/Administrative
  • Levell Monitor/Standby
  • Level II Alert
  • Level III Emergency

Incident Management System

All incidents will be managed using the Incident Command System (ICS) and the National Incident Management System (NIMS) outlined by federal and state agencies. For more information on NIMS, visit: http://www.fema.gov/emergency/nims/

Conclusion

This plan is intended to provide general all-hazards management guidance, using existing organizations and lines of authority to allow The College at Brockport. State University of New York to meet its responsibilities before, during. and after an emergency occurs.
