TEACHING
Currently teaches PAD/EPS 687 Statistics for Managers (in class and online), PAD/EPS 672 Internet for Managers, and PAD/EPS Project Paper/ Portfolio Seminar.In the past, Downey taught in the areas of organization management, human resources, computer applications, and general public administration.
RESEARCH
In 2004 offered two papers in China. The first paper entitled, “Integrating PeopleSoft Enterprise Resource Planning (ERP) Technology into the Public Administration Curriculum at the State University of New York College at Brockport” was presented and published in the proceedings at the 2nd Sino-US International Conference on Public Administration at Renmin University of China (May 24-25, 2004). The second paper entitled, “Mission Related Measures of Managerial Skills in a Graduate Program in Public Administration” was presented and published in the proceedings at The International Conference on Public Policy and Management: Reform and Innovation at Xiamen University (May 28 to 29, 2004).Since that time, Downey has been engaged in research to develop a clearer understanding of the value of public service web sites. This involved the development of a survey instrument and methodology for reviewing web sites with the assistance of students and practitioners in the field of public administration. Public service web sites were surveyed and discussed in 2005 and 2006 and resulted in the 2007 publication of: “A Conceptual Framework for Considering the Value of E-Government” in the Encyclopedia of Digital Government, published by the Idea Group Inc, and edited by Ari-Veikko Anttiroiko and Matti Malkia. This article was republished as a chapter in “Electronic Government: Concepts, Methodologies, Tools, and Applications”, Information Science Reference in 2008.During the Fall 2008 semester, completed a study of New York State county web sites. This study will appear as a chapter in the Handbook of Public Information Systems, third edition, edited by G. David Garson at North Carolina State University (CRC Press, anticipated publication date 2010). The chapter contributed is entitled, "An Assessment of the Value of County Web Sites in New York State."
At present, Downey is editing a book entitled: E-Government Website Development: Future Trends and Strategic Models with Dr. Carl D. Ekstrom, and Dr. Matthew A. Jones to be published by IGI Global in 2010.
