In the Spotlight

Photo of Robert Jones IIIOur Student Spotlight for this issue of PA Notes is Robert W. Jones III. Jones was appointed president and CEO of The Wesley Community in July 2004, and will continue in his capacity as administrator of Wesley Gardens. He received his New York State Nursing Home Administrator license after completing a bachelor's in organizational management at Roberts Wesleyan College. Jones came to Wesley in 1998 as the vice president of facilities and environment. As president and CEO, he will assist the governing body in policy making, planning, appraisal, and control.

The Wesley Community provides long-term health care and rehabilitation services in the heart of Rochester's cultural district at 3 Upton Park.

Additionally, in March 2004, as administrator of Wesley Gardens, Jones received the prestigious New Administrator of the Year award from the New York State Chapter of the American College of Health Care Administrators (ACHCA). The award is given to a member of the ACHCA who has been a practicing administrator for five years or less. Other award criteria include demonstrating exceptional commitment and potential in the areas of administrative capability, leadership, innovation, creativity, motivation and attitude, as well as potential for leadership in the ACHCA.

Jones is currently enrolled in our MPA, Health Care Management emphasis.


Student & Alum News

Ron Adams '00 has assumed the position of treasurer and Web master for the Greater Rochester chapter of the American Society for Public Administrators (ASPA). He has served as its president for the past five years.

Michael J. Bierley '87 MPA, MA, LNHA, was recently promoted to president and CEO of Highland Community Development Corporation, The Highlands Living Center, and The Highlands at Brighton. Prior to this appointment, he was vice president, Senior Services, at Strong Health. He came to Strong Health from the former Park Ridge Health System, where he was senior vice president of Senior Services. Bierley has overall responsibility for Strong Health's long-term care facilities, which includes two skilled nursing facilities, an adult day care program, a 195-unit senior living community, and 36 newly developed cottage homes for seniors. He is also responsible for new senior initiatives within the Strong Health System.

Bierley is a member of the Public Administration Advisory Board. Bierley is also an adjunct instructor for the department and will be teaching a new course in spring 2005, The Development and Management of Senior Living Communities (PAD 609).

John Cassin has received a "Meritorious Service Award" from the City of Rochester for his efforts in the development of the disaster recovery plan for the Rochester-Monroe County 911 Center. Also, Cassin presented an educational workshop on how other similar facilities can develop such plans at the national conference of the National Emergency Number Association (NENA) in Tampa this past June.

Margaret DelPlato and husband James Stack welcomed their son, Garrett Michael, into the world on November 26, 2003.

Tamara L. Jones '04 has been appointed coordinator of Youth As Resources of the Rochester-Monroe County Youth Bureau. In this capacity, Jones works side by side with the Youth Voice, One Vision Youth Council (formerly City/County Youth Council). Youth As Resources (YAR) is a community-based youth philanthropy and youth voice program, funded by the Rochester-Monroe County Youth Bureau and United Way Services Corporation. Rochester Area Community Foundation provides funds that give youth the opportunity to be grantmakers. The YAR Board provides small grants to young people to design and carry out civic engagement activities and service projects.

Tracy Hensler '04 is foundation coordinator for the National School Boards Foundation located in Alexandria, Virginia.

Mary Jane Kozlowski-Sledz '92 is the director of the Life Transitions Center, Inc., in Cheektowaga, NY. The Center, which is an affiliate of the Center for Hospice and Palliative Care in Western New York provides a variety of services to help people cope with death and serious illness. The Center provides services such as counseling, support groups and crisis intervention/post intervention.

Tracy L. Logel '80 was elected supervisor of the Town of Chili. Prior to being elected supervisor, she served on the Monroe County Legislature for 10 years, representing the 3rd district of the Monroe County Legislature. During Logel's tenure as a legislator, she was elected as deputy majority leader and sat on the Human Services Committee, which she chaired for several years. She was also a member on the Ways and Means Committee, and was Vice Chairwoman of the Legislature's Recreation and Education Committee

Senator Joseph E. Robach '82 was the School of Professions speaker at the May 2004 Graduate Commencement Ceremony at Brockport. Senator Robach is a graduate of SUNY Brockport where he received his Bachelor of Science and Master of Public Administration degrees. He was elected to the state Senate in 2002 representing the 56th District, comprised of the towns of Greece, Brighton and Parma, and most of the City of Rochester. Prior to his Senate election, Robach served as Assemblyman for the 134th District from 1991-2002, and was named State Official of the Year in 1998 by the General Council of Industries for the Blind. He also served as contract administrator for Monroe County Department of Social Services and as general manager for Public Safety. Robach is also a member of the department's Advisory Board.

William Sheahan has received a provisional appointment with the Federal Bureau of Investigation (FBI).

Lou Spiro '82 was recently appointed to the position of vice president of Division of Administration and Finance at SUNY Brockport.

Sheila Strong '04 was promoted to assistant to the president at SUNY College at Brockport.

Michael Swartz '91 assumed the position of associate medical center director at the Syracuse Veterans Administration Medical Center (VAMC) on July 11, 2004. Prior to this appointment he served as the director for the Network 2 Diagnostics & Therapeutics Care Line. Swartz is responsible for day-to-day management of facility operations, resource management and working collaboratively with staff to improve overall quality, veteran satisfaction and access.

Message from the Chair

 Our MPA program is nationally accredited by the National Association of Schools of Public Affairs and Administration (NASPAA; www.naspaa.org). Only 153 out of 250 eligible MPA/MPP programs are accredited.

We are required to be re-accredited every seven years, and we are currently undergoing re-accreditation. The re-accreditation process entails preparing and submitting to NASPAA a Self Study Report in which we detail how we are meeting each of the nine standards for accreditation. We will be posting the Self Study Report and related materials to our Web site at www.brockport.edu/pubadmin/.

NASPAA officials will visit our program sometime in the spring to gather additional information about how well we are meeting the standards for accreditation. They will meet with full time and associate faculty, administrators, students, alums and employers. We would like you to be familiar with our Self Study Report, and we hope that a number of you will be able to meet with the Site Visit Team next spring to be part of our re-accreditation process.

PA Advisory Board

The Department of Public Administration at SUNY Brockport is pleased to have an external Advisory Board, comprised primarily of MPA graduates, to assist us. The purpose of the Advisory Board is to ensure a relationship between the Department of Public Administration and the public service world it serves. The Board provides input to the department's planning and assessment processes which will help to ensure that the MPA program will be kept at the forefront of professional and technological change, and thus will better meet the needs of the students and organizations which are intended to derive value from the MPA program.

The Board meets once during each academic year, in the fall semester. This fall's meeting was held October 19 at Hawthorne's Restaurant in Pittsford. Board members were given an overview of the reaccreditation process, which includes a visit from the accreditation site visit team. Our review will take place in the spring 2005 semester. Board members were invited and encouraged to participate in the upcoming reaccreditation activities. The School of Professions and the Department of Public Administration are grateful to the Board for their input, and for their willingness to serve the College. Faculty News

Dr. Ed Downey presented a paper entitled, "Integrating PeopleSoft Enterprise Resource Planning (ERP) Technology into the Public Administration Curriculum at the State University of New York College at Brockport" to the 2nd Sino-US International Conference on Public Administration hosted by Renmin University of China, May 24-25, 2004. The same paper was also given at the International Conference for Public Policy and Public Administration May 28-30, hosted by the School of Public Affairs, Xiamen University.

You will also find on his Web site valuable information and tips for computer security, as well as other interesting items such as a link to Bob Behn's Public Management Report, which often provides a humorous but insightful discussion of public management issues. Dr. Gregory Saxton has recently had an article on nationalist conflict entitled, "Structure, Politics, and Ethno-Nationalist Contention in Post-Franco Spain: An Integrated Model," published in the Journal of Peace Research. In the spring, two articles recently accepted for publication will appear in print: "Repression, Grievances, Mobilization and Rebellion: A New Test of Gurr's Model of Ethnopolitical Rebellion," will appear in the journal International Interactions, while "Social Capital and the Growth of the Nonprofit Sector" will appear in Social Science Quarterly. In November, he will present his research,"The Rise of Participatory Society: Challenges for the Nonprofit Sector," at the annual meeting of the Association for Research on Nonprofit Organizations and Voluntary Action (ARNOVA) in Los Angeles. He has also created a Web site that expands on his Participatory Society thesis and includes numerous examples, links, and bibliographical resources: www.ParticipatorySociety.org. Saxton also continues to serve as Strategic Planning Officer and member of the Board of Directors of the Hickok Center for Brain Injury Board of Directors, Hickok Center for Brain Injury.


New Spring 2005 Courses

EPS 603 Ethics in Public Safety. Examines the roles of leadership, responsibility, and accountability as they apply to ethical dilemmas and issues in public safety. Examination and discussion of discretion, duty responsibility, honesty, misconduct complaints, corruption, community awareness and visibility issues, decision-making and policy development are included in the course discussions. Participants will focus on recognizing and resolving ethical issues and making appropriate decisions for their agency and the professional field at large. This course is offered Monday evenings at the MetroCenter. Instructor, Lt. Frank Colaprete, EdD.

EPS 604 Developing Sustainable Public/Private Partnerships. Applies a systems approach to public safety management by examining the role of the community in support of public safety functions traditionally provided by state and local governments. Leadership issues relating to the development of community involvement in public safety functions will be examined from the perspective of developing partnerships with the community to support public safety goals. Resource development, volunteer programs, collaborative project management and problem-solving will be addressed as critical issues. This course is offered by Dr. Richard Lumb, associate professor, Department of Criminal Justice, via the SUNY Learning Network (sln.suny.edu).

EPS/PAD 610 E-government. Teaches students how to use the PeopleSoft Human Relations Management System (HRMS). The course will be organized into four phases. First, students will investigate the role of E-Government in the field of public administration. Secondly, students will learn to use a simulated version of the PeopleSoft HRMS. Thirdly, they will learn about Metroburg, a simulated municipality, by studying and discussing information presented in class and on the Metroburg City Web site. Fourthly they will develop and present a proposal that demonstrates how some the PeopleSoft HRMS can be used in Metroburg. Professor Ed Downey will offer this course on Tuesday evenings.
PAD 609 The Development and Management of Senior Living Communities, taught by Michael Bierley. Provides an overview of the senior living industry and focus on developing and managing successful communities. At the same time, by using a variety of case studies, the students will understand the differences in successful and unsuccessful projects. The course will be offered Wednesday evenings.

Summer 2005, Rod Jones '97 will be offering PAD 616 Changing Dynamics of Human Services Organizations. This course focuses on the dynamics of not-for-profit organizations (human service agencies). Participants will be exposed to an agency's responsibilities to balance business and benevolence. The course is highly interactive and explores influences on agency direction specific to local and national initiatives, community-wide economic challenges and local political will.
