MPA Student & Alum News

Ron Adams '00 had an article on the power of teamwork published in the August 2005 issue of the American Society for Public Administration's monthly newspaper, PA Times.

Nicholas Billotti '78 was a recipient of the Hall of Heritage Award given by the Brockport Alumni Association at the College's 2005 Homecoming Weekend. Billotti received this prestigious award because of his outstanding commitment, service and dedication to the College and community.

Margaret M. DelPlato is a business development analyst with the Monroe County Department of Planning and Dpment. DelPlato researches and prepares financial data for analysis and reports; services business start-up, expansion and relocation projects; and markets financial programs offered by the Economic Development Division.

Shannon Doolin '03 was an honor graduate for the Journalism course at the Department of Defense Information School at Ft. Meade, Maryland. The course was training Doolin for her job in public affairs for the New York Air National Guard.

Kevin Dwyer '81 is senior client manager for the Bank of America's Government Banking Group. Dwyer's responsibilities include business development (investments, financing,
cash management) for municipalities in the Rochester, Syracuse and Buffalo regions.

Oliver Glover '05 is grants coordinator at Monroe Community College. His office seeks out federal, state, and local funding to support student learning at the college. Glover currently manages vocational and career education grants at MCC and prepares funder administrative reporting needed to support the college's access/use of these training funds. Prior to this position, Glover was coordinator of Career and Placement Services for MCC's Work & Learn Center at the Damon City Campus, a vocational and technical training program for individuals receiving public assistance.

Roderick Jones '97 has been appointed president and CEO of The Community Place of Greater Rochester, Inc. Jones was formerly executive vice president and chief operating officer for the agency.

Tom Kuryla '04 has been promoted to deputy commissioner of Human Services in Seneca County. Kuryla says, "There's absolutely no way I would have been considered for this promotion without obtaining the MPA. . . . thanks very much for the knowledge. I hope you continue to enjoy your teaching endeavors. You're all great individuals and talented educators."

Amy Rodak '97 was appointed to a position with the New York State Department of Civil Service Municipal Service Division through completion of the New York State Public Management Internship (PMI) program after her MPA graduation.

Hillside Children's Center has appointed Mary Alice Schmidt '91 to the position of director of emergency services. Schmidt began working at HCC in 1988 as coordinator of sociotherapy and has since held a variety of roles within both HCC and its parent organization, Hillside Family of Agencies (HFA). Most recently, she held the position of HCC unit leader for emergency services where she was responsible for the implementation of programming and the oversight, supervision and development of direct care staff within emergency services. Schmidt will be responsible for administrative oversight of the service, which includes budget, personnel, programming, customer relations and day-to-day operations.

Sophea So '04 is an advisor with SUNY College at New Paltz's Educational Opportunity Program. So was recently appointed advisor for the New York State Assembly & Senate Puerto Rican/Hispanic Task Force Model Senate Session Project. Now in its eighth year, the Model Senate Session is designed to provide Latina CUNY/SUNY students with a unique opportunity to develop leadership skills in a legislative/policy-making setting, with an emphasis on critical thinking and communication.

Frank Tripodi '86 is currently president and CEO of The Wartburg Adult Care Community in Mt. Vernon, NY, to which he was appointed in 1993. Prior to being selected as the ninth president in 137 years at The Wartburg, Tripodi was the executive health director at Monroe Community Hospital. Tripodi is a member of the MPA Advisory Board and a former adjunct instructor for the Department of Public Administration.

Message from the Chair

I am delighted to announce that we received notice in August from the National Association of School of Public Affairs and Administration (NASPAA) that we have been fully re-accredited for the next seven years. That re-accreditation is the result of the work and contributions of our faculty and staff, and a special thanks to our Advisory Board and to our associate faculty for your work and contributions over the years. We couldn't have done it without you!

Finally, a particular thanks to Anne Canale Stalnecker, who performed so admirably throughout the entire re-accreditation process.

Now our task is to continue on the path of improvement!

Faculty Activities

Ed Downey is currently analyzing data from his latest employer survey. Downey is also developing research methodologies to evaluate public service Web sites, and is serving on the Brockport Club Committee.

Downey recently had an article accepted for publication in The Encyclopedia of Digital Government titled "A Conceptual Framework for Considering the Value of
E-Government" to be published in 2006.

Jim Fatula presented the findings of his survey on "Youth Development Providers' Perspectives on the READY Survey Tool" to United Way of Greater Rochester's executive staff and providers in September 2005.

Fatula also gave a lecture at SUNY Brockport's fall 2005 Mornings with the Professors sessions, on the topic of Social Security reform.

At the October National Association of Schools of Public Affairs and Administration (NASPAA) Annual Conference in Washington, DC, Fatula gave a paper on "Managing an MPA program for New Program Directors."

Most recently, Fatula was a guest speaker on WXXI-AM 1370's Connection with Bob Smith on October 26, 2005. The topic was Rising Health Care Costs.

Dr. Gregory Saxton will present a paper at this fall's annual meeting of the Association for Research on Nonprofit Organizations and Voluntary Action in Washington, DC. Saxton's paper, with Chao Guo and William Brown from Arizona State University, is titled "Inclusiveness, Responsiveness and Stakeholder Orientations in Community Foundations' Utilization of Internet-Based Technologies: Performance, Promise, and (Mostly Unrealized) Potential."

Saxton and Guo also organized and are co-chairing a panel session at the conference: "Community Foundations as Community Change Makers: Emerging Roles, Models, and Technologies for Community Leadership." Saxton has further collaborated with Guo in a grant application submitted to the Association of Fundraising Professionals, "Do Targeted Services and Organizational Openness Make for Happier Donors? The Effects of Organizational Transparency and Targeted Online Donor Services on Community Foundation Fundraising and Asset Development."

Saxton also continues his work on a project on the origins and outcomes of participatory decision-making in the public and nonprofit sectors. He has recently published a paper on the organizational implications of enhanced participation in The Public Manager. He has a paper under review at Nonprofit Management & Leadership that explores the role of information technology in facilitating participation by organizational stakeholders. An online venue he has created for further exploring these ideas (www.ParticipatorySociety.org) includes a growing list of case studies, links and bibliographical resources.
