In the Spotlight
We are pleased to announce that Laurie Barber will be
joining our associate faculty this fall to teach a new course, PAD 640
Financial Management.
Laurie received her Master of Public Administration from SUNY Brockport in 1992 with an emphasis in Health Care Management. She has worked for Excellus (formerly Blue Cross/Blue Shield) for 25 years in increasingly responsible financial management positions and is currently vice president of Actuarial Services.
The PAD 640 Financial Management course, taught by Laurie fall 2004, is required for MPA Health Care Management emphasis students and is an elective for all other students.
Laurie notes that in today's world, it is vital for all managers and
public policy makers to have a working understanding of basic financial
concepts. We are
delighted to have her as part of our associate faculty.

Ron Adams '00 recently completed his first book review
for Caught Between the Dog and the Fireplug or How to Survive Public
Service, by Kenneth Ashworth, which will be published in the Review
of Public Personnel Administration, Volume 24, Number 1, March 2004,
pp.82-86.
First Lieutenant Steven Bartley '02 is platoon leader for a military police unit stationed in Fort Hood, TX. Bartley's platoon was assigned to provide a security detail for Air Force One while it was stationed in Central, TX, during the final preparation phases of President Bush's trip to Iraq last November. This prominent assignment is given only occasionally to units assigned to Fort Hood.
Nick Billotti '78 is currently president and CEO for Turner Construction International LLC in New York, NY.
Shannon Doolin '03 will be taking a six-week leave from her position as marketing communications associate at SUNY Brockport this March to participate in basic training for the United States Air Force. Doolin was appointed a member of the Public Administration Advisory Board in fall 2003.
Deborah Fuest '01 has been appointed director of the Wyoming County Office for the Aging.
Harold S. Hopkins '89 is personnel officer and human resources director for the Wyoming County Company in Warsaw, NY.
Karen Kielmeyer Rohr '98 has recently been appointed to vice president of Institutional Management at Nazareth College of Rochester.
Marilyn McKenna '94 has accepted a position with the Ontario and Trumansburg Telephone Companies as director of Marketing and Customer Service in Phelps, NY.
Lucy Miraglia '95 is director of Day Treatment at St. Joseph's Villa in Rochester.
Bill Mulligan Jr. '81 is administrator and deputy town supervisor for the Genesee Valley Regional Market and Town of Henrietta. Mulligan has also held the position of town councilman for Henrietta since 1987.
Mark L. Niederpruem '86 is administrator of Shriner's Hospital for Children in Springfield, MA. Niederpruem also teaches a graduate-level online course in health care management for the University of Phoenix.
Boniface C. Nwugno '87 earned a PhD in Information Technology Management in June 2003 from the Capella University School of Business. Nwugo is currently site manager of Kodak's Washington Development Center, a software development center in Beltsville, MD.
Kevin O'Connor '80 is CEO of Tech Valley Communications in Albany, NY.
Marjorie Perlman '82 is currently employed at the Rochester Gas and Electric Corporation as the director of Federal Regulatory Proceedings in Rochester, NY.
Matthew D. Rizzo was promoted from Chemical Dependency Counselor to Coordinator of the Park Ridge Chemical Dependency Inpatient Unit of the Unity Health System.
Robert VonBuskirk has been appointed assistant director of Nursing at Monroe County Hospital.

Message from the Chair
The MPA program at SUNY College at Brockport is accredited by
the National
Association of Schools of Public Affairs and Administration (NASPAA).
This accreditation means that we have met national standards of quality
and academic performance in terms of curriculum, faculty, facilities,
student services, as well as other areas.
We are currently undergoing reaccreditation. This involves putting together a self-study report that details how we have met these standards since our last reaccreditation seven years ago.
Our accreditation is "mission-driven," which means that we are measured against how well we are meeting our mission in light of NASPAA standards. Stakeholders, such as faculty, current students, alums and employers, are expected to be involved in mission review and in providing feedback on the performance of the program.
Our mission statement is included in this newsletter, and is posted on our Web site. We welcome your feedback on our mission. Feel free to e-mail me at jfatula@brockport.edu at any time. We also will be calling on some of you to be interviewed by the reaccreditation site visit team next spring to provide feedback.

Mission Statement
Mission Element 1:
Educate individuals who are preparing or upgrading their skills for
careers in public service organizations (such as government, nonprofit,
health care and public safety).
Goals:
In preparing individuals or upgrading their skills for careers in public
service, we seek to:
·Combine both the conceptual and practical application of administrative
knowledge and skills in the classroom and through internships.
·Develop an understanding of ethical behavior.
·Help our students develop skills which enable them to respond

applied research.

Career Services
As a graduate student, please be aware that the Office of Career
Services offers several services including: résumé and
interviewing workshops, résumé and cover letter critiques,
job fairs, on-campus recruitment and internship assistance. The office
is staffed by five career professionals, four secretaries and a number
of student career advisors and office assistants.

Faculty Activities
Ed Downey, DPA, associate professor, has been invited to present
at the Second Sino-US International Conference for Public Administration
in Beijing Provence, China, May 24-25, 2004. The conference is sponsored
by The School of Public Administration of the Renmin University of China,
the Chinese Public Administration Society, and the American Society
for Public Administration. Downey's paper will discuss the development
of an E-Government course that uses Enterprise Resource Planning technology
and other resources provided by a grant from PeopleSoft, Inc. The new
course will be available to students in SUNY Brockport's MPA program
in spring 2005. The goal of the course is to immerse students in concepts
related to creating value in public agencies through the introduction
of Internet-based computer technologies.
Jim Fatula, PhD, associate professor, was guest speaker January 14 and March 10, 2004, on the 1370 Connection Radio Show with Bob Smith discussing Medicaid issues.
Fatula also authored The Democrat and Chronicle's "Speaking Out" column December 14, 2003, titled "State made right choices for its Medicaid coverage"
Gregory Saxton PhD, assistant professor, recently had a paper published in volume 31 of The Journal of Political Science titled "The Origins of Socially and Politically Hostile Attitudes to Immigrants and Outgroups: Economics, Ideology, or National Context?" which he co-authored with Dr. Michelle Benson from the University at Buffalo. Saxton also recently had another paper accepted for publication in the journal International Interactions, titled "Repression, Grievances, Mobilization and Rebellion: A New Test of Gurr's Model of Ethnopolitical Rebellion." The recently published Encyclopedia of Public Administration and Public Policy (ed. David Schultz, Facts on File, Inc.) also included an entry on "Lobbying" written by Saxton.
In the fall, Saxton joined the Board of Directors of a local nonprofit organization, The Hickok Center for Brain Injury, where he is also a member of the organization's strategic planning committee. Saxton's fall 2003 students were also involved in two successful service-learning projects: PAD 666 Computer Applications, students worked on updating the Hickok Center's Web site. Meanwhile, in PAD 688 Research and Program Evaluation, the class worked
on an extensive community quality-of-life indicators project for the
Common Good Planning Center (CGPC) of Rochester, NY. This project offered
a unique opportunity for class members to reinforce their newly acquired
skills in conceptualization, operationalization, measurement, data gathering,
and , the interpretation and analysis of social indicators data. The

The final product is titled Benchmarking Quality of Life in Greater
Rochester and is authored by Saxton, with Sonia Aaroe, Erica Brown,
Margaret Cole, Latasha Craig, Conor Cusack, Malasri Das-Roy, Fanny DiLettera,
Mary Flaherty, Tracy Hensler, Cynthia Hobbs, Tamara Jones, Tom Kuryla,
Karen Ogden, Denise Parker, Tyler Schaab, Susan Shaw, Tracy Stevens,
and Susan Ventura.
Saxton is continuing volunteer work with the CGPC this semester by helping the organization incorporate the excellent work done by the students in the fall. Evan Lowenstein, executive director of the Common Good Planning Center, is excited about this project and would like to thank the students for their outstanding work. All involved should be proud. Saxton says this is a significant piece of work that will help spark a community-wide discussion on the quality of life in the Greater Rochester area.
ASPA
The American Society for Public Administration (ASPA) is a professional
organization for those in the public sector, whether academicians or
practitioners. As of this writing, our Greater Rochester Chapter is
planning its Second Annual Intergovernmental Indoor Miniature Golf Tournament
at CityPlace in downtown Rochester. This is a chapter fundraiser pitting
up to 31 local governments from Monroe County against each other in
fun and friendly competition. Chapter members and their friends and
spouses serve as volunteer scorekeepers. So who said public administration
has to be such a serious business? Last March's tournament was anything
but serious! The money raised goes toward future chapter events such
as conferences, seminars, and free brown bag lunch talks benefiting
chapter members and pertinent local organizations.
