Greetings from the Department Chair
The Department of Public Administration is in the midst of some significant changes. Ann Altmeyer has retired after decades of service to the program. Greg Saxton and Wendy Wright are moving on to other pastures. We thank all of them for their contributions to the program, and we wish them the best.
Matt Jones has joined the faculty as our lead person for our public safety emphasis. David Keefe '81, an MPA alum with extensive experience in city and county government, is joining us for a full-time appointment for this year as we conduct a search for a replacement faculty for Ann Altmeyer.
We have approval for two graduate certificate programs: a Certificate in Nonprofit Management, and a Certificate in Arts Administration (in conjunction with the MFA offered by the Visual Studies Workshop). Information about these certificates will be available on our web site soon.

Finally, a special congratulations to John Caufield, who is completing his MPA with us. He has just been appointed fire chief, City of Rochester. Congratulations, Chief!

MPA Students & Alums . . . In the Spotlight
Marlene Babcock '05 was promoted to director of administrative services for the Orleans County Department of Social Services.
Nancy Bracken, DHA, MPA '86 earned a Doctor of Health Administration with honors from the Medical University of South Carolina during the university's 178th C
ommencement. Her dissertation title was "The Impact of the User Board Majority Requirement on the Governance of Community Health Centers." Ann Altmeyer was a member of Nancy's dissertation committee.
John Caufield was recently appointed fire chief, City of Rochester. Caufield is a 21-year veteran of the Rochester Fire Department and has served as executive deputy chief, deputy chief, director of training and as the emergency management and special operations coordinator.
Ed Doherty '81, vice president for the Rochester Area Community Foundation, served as keynote speaker for The College at Brockport's Graduate Commencement ceremony, May 2007. Doherty is also a member of the Public Administration Advisory Board.
Jama Dodson '95 is executive director for St. Louis for Kids in Missouri, an organization that exists to support and strengthen youth service organizations so they can serve youth more effectively and efficiently.
Julie Hutchinson '07 was interviewed on WDKX's The Water Cooler program regarding health screenings and testing offered at community barbershops and hair salons, September 2007. After a 20-year career as a community health nurse, Hutchinson joined the Department of Nursing at Monroe Community College as coordinator of the Nursing Resource Center.
Robert (Bo) Jeffries is an associate account executive for the Public Strategy Group, Inc.
Suzanne E. Keiffer '05 is a transportation analyst for the New York State Department of Transportation.
Kellie M. Kennedy '00 is employed at the Livingston-Wyoming ARC as director of day services.
Eric Kline '05 is a program manager at Rural Opportunities in Rochester, NY.
Jean P. Miller '04 is a senior examiner with the New York State Office of the State Comptroller.
Mary Louise "Muffy" Meisenzhal '99, administrator of Monroe County's Office of Emergency Preparedness, was presented the David Axelrod Award at the annual conference of the New York State Disaster Preparedness Commission (DPC), an award presented to an individual who has demonstrated excellence in the emergency preparedness profession.
Jeffrey Nunes '95 works for the New York State Insurance Fund as a field representative.
John O'Keefe '97 was appointed the town manager of Manchester, VT, in January. Prior to this position, O'Keefe was on a four-year appointment as legislative director for the Office of Governor Romney (MA). Since graduating from The College at Brockport, O'Keefe has served as legislative director at the Massachusetts Highway Department, an aide in the Massachusetts House of Representatives, and a budget examiner at the New York State Division of Budget.
Maria Thomas '02 is writing a book on the pivotal moments of influential Rochesterians and is authoring a companion web site, www.rochestermoments.com,"Pivotal Moments of Rochesterians."

Faculty & Staff Activities
Ed Downey
During summer 2007, migrated the on-line version of PAD/EPS 687 Statistics for Managers from Lotus Notes to ANGEL. This was done with considerable help from SUNY Learning Network staff, including Anne Canale Stalnecker, who was working in this capacity under an extra service grant through The College at Brockport's Office of Special Sessions as an instructional design assistant. By offering the course on ANGEL, students will have a more familiar and convenient online experience.
Has been assigned to the PAD/EPS 696 Project Paper/Portfolio Seminars for the spring 2008 semester. If you intend to enroll in this course and would like to contact him, please do so at profharley@aol.com.
Attended a land-use planning seminar at SUNY Geneseo. Downey serves on the Zoning Board for the Town of Murray, Orleans County.
Jim Fatula
Served as guest expert, "Managers at Work" column by Kathy Driscoll, “Build honest relationship with new board members,” Rochester Business Journal, September 14, 2007.
Served as guest expert on WXXI-AM radio, 1370 Connection with Bob Smith, July 23, 2007. Topic: Governor Spitzer’s proposal for universal health coverage in New York state.
Recently attended the annual conference of the National Association of Schools of Public Affairs and Administration (NASPAA), the department's accrediting agency. He chairs the Small Programs section of NASPAA.
Matthew Jones
Joined the department as a full-time assistant professor this fall. He is currently completing his PhD in public administration at Portland State University. He has served as the chief of police of Condon, and has been program director of the Middle Management Leadership Education Public Safety Program. Matt will be the point person for the MPA Public Safety Emphasis.
Will be presenting at Temple University on "Critical Issues in Law Enforcement Organizations" in November.
David Keefe, '81
Joined the department this fall as a full-time instructor. He is the former director of Fleet Operations for the City of Rochester, a member of our Advisory Board, and a member of the Board of Directors for Genesee Region Clean Communities (an alternative fuel vehicles coalition).
Was workshop coordinator for a seminar titled, "Cleaning the Air with Alternative Fuels: A Practical Workshop on Getting Started," June 2007, which was funded by an EPA grant.
Assisted in obtaining a $2 million grant for Congestion Mitigation and Air Quality (CMAQ) for the Genesee Region Clean Communities coalition to assist fleets in purchasing alternative fuel vehicles.
Completed the sprint portion of the Finger Lakes Triathlon in September 2007.
Faith Prather
Is working with the Rochester City School District on a Federal Demonstration Grant to pilot the Integration of Schools and Mental Health Systems, a project aimed at improving student access to needed mental health services. Prather designs and facilitates training seminars to assist counselors, teachers, administrators, and agency providers build successful collaborative relationships, and to identify strategies that will ensure a well-coordinated system of mental health service to students. The city schools currently involved with the grant include: Monroe, East, Charlotte and Jefferson high schools, and Clara Barton Elementary School

Greg Saxton
Recently had three papers accepted for publication: "Managing Effectively in a Networked World," written with Dr. Chao Guo from the University of Georgia and Dr. Muhittin Acar from Haccattepe University in Turkey, summer 2007 in The Public Manager 36(2): 33-38; "Means, Means, Motives, and Opportunities in Ethno-Nationalist Claims-Making," written with Dr. Michelle Benson from the University at Buffalo, was accepted for publication in the journal International Interactions; and “New Dimensions of Nonprofit Responsiveness: The Application and Promise of Internet-Based Technologies,” with Dr. William Brown from Texas A&M and Dr. Chao Guo, accepted for publication in Public Performance and Management Review.
Will present two papers this fall: “Power and Discretion: A Model of Online Stakeholder Performance” and “Mapping the Representational Dimensions of Nonprofit Organizations,” at the annual meeting of the Association for Research on Nonprofit Organizations and Voluntary Action in Atlanta.
In January, Saxton will be joining the Communication Department at the University at Buffalo.
Anne Canale Stalnecker
Earned a BS in communication studies at The College at Brockport, fall 2006, and is currently pursuing a Master of Science in Curriculum Development and Instructional Technology (MS CDIT) at the State University at Albany. This is a fully on-line program designed for those who wish to extend their expertise in curriculum and instruction, and for those with an interest in instructional design and technology. While completing her MS part-time, Anne continues as the department's office manager/administrative assistant. Her responsibilities range from managing and designing the department's Web site to moderating our listserve, coordinating and facilitating special events, to managing operations for the department.

Meet our Associate Faculty
Ian Coyle, MPA, SUNY Albany, is village manager for the Village of Brockport. Coyle teaches PAD/EPS 684 Budget-State and Local Government.
Christyne Flagg, MBA, Rochester Institute of Technology, is corporate controller for Advanced Interconnect Manufacturing, Inc. Flagg teaches PAD 640 Financial Management.
Alex Kralles, '94 MPA , is value stream manager, Carestream Health, Inc. Kralles has taught for the department since 1994. He currently teaches PAD 661 Creating Empowered Organizations, PAD 644 Supervision Skills, and PAD 601 Leading Organizational Change.
Mark Peterson, MBA, Kent State University, is managing director, Greater Rochester Enterprise, Inc. He teaches PAD 637 Marketing for Public Service Organizations, and PAD 629 Fundraising and Development.
John Phillips, PhD, Professor Emeritus, The College at Brockport is teaching the summer Project Paper/Portfolio Seminars (PAD/EPS 696).
Phoebe Reynolds, MPA, Marist College, is budget officer at the Golisano Children's Hospital at Strong Memorial Hospital. She will be teaching Financial Management this summer.
Neil Rowe, Esq. is deputy director for the New York State Office of Mental Hygiene, Mental Hygiene Services. His course, PAD 622 Legal Aspects of Public Administration, is offered summers.
Candace Smith, '03 MPA, is vice president for Nursing/Patient Care Services at Unity Hospital. Smith teaches PAD 619 Financial Administration of Health Care.![]()
