A Message from the Chair, Professor Edward H. Downey, DPA

The Public Administration program at SUNY Brockport began in the fall 1974 semester, 24 years ago. This makes 1999 our 25th year and we are planning a celebration. I came to the program in the fall 1975 semester to work with Richard Evans and Carl Ekstrom, who had started things the year before. Soon after, Robert Guhde joined us, then a little later on Ann Altmeyer and Faith Prather. Anne Stalnecker became the department secretary a while ago, and most recently Wendy Wright and James Fatula joined the faculty. Professor Evans, then myself, and then professor Altmeyer chaired the program. This year professor Altmeyer is on sabbatical and I have the opportunity to serve as chair again.

Upon reflection, I am thankful for my colleagues and for all that I have learned from them. I also owe a debt of gratitude to the many wonderful students, both past and present, that I have had the privilege to teach and I look forward to our 25th year.



We Did It!

We are pleased to announce that the department received reaccreditation from the National Association of Schools of Public Affairs and Administration (NASPAA) in July. Under the leadership of Dr. Ann Altmeyer, faculty, staff, College administrators, students and alumni invested a great deal of time and effort in this important project. A very special thank you is extended to everyone who assisted us.

NASPAA is an institutional membership organization which exists to promote excellence in public service education. The association is a specialized accrediting body recognized by the Commission on Recognition of Postsecondary Accreditation to accredit master's degree programs in public affairs and administration.  Click here for more information on NASPAA



It's a Celebration. . .and you're invited!

The Department of Public Administration is proud to announce our 25th year of existence at SUNY College at Brockport. We'll be celebrating this landmark event at a banquet scheduled for Sunday, April 18, 1999, from 5 pm - 7 pm in the New York Room, Cooper Hall, on the SUNY Brockport campus. Welcome!

James Fatula, PhD, has recently been appointed associate professor. Fatula will be teaching PAD 613 Health Care in America, PAD 655 Medicare/Medicaid and PAD 678 Nonprofit Management during the fall 1998 semester. Spring 1999 he'll teach PAD 613, PAD 686 Budget Health and PAD 679 Grants Writing and Management. Fatula will also serve as advisor to MPA Health Care Management emphasis students.

Charles Roxin, CMC, MPA, has been appointed lecturer in the Department of Public Administration and will be teaching PAD 681 Organizational Management and PAD 680 Public Policy while Dr. Ann Altmeyer is on sabbatical.

Three new adjunct lecturers will be joining us this spring: Bryan Leadbetter (PAD 636 Security Management), Edward J. Doherty, (PAD 638 Environmental Management) and Katherine Lewis (PAD 649 Improving Program Performance in Nonprofit Organizations).

Congratulations and welcome to our newest graduate fellow, Deanna Baker. While completing MPA degree requirements, Baker will be assigned to the department and work along with faculty and staff on various projects.



Opportunities. . .

Presidential Management Intern Program-Federal Government: This program is open to students completing or expecting to complete a master's degree during the current academic year. Public Management Internship Program- New York State: This program seeks candidates with a completed master's degree in public administration to fill entry-level administrative positions in NYS government agencies. Alumni Update

Connie Boyd '94 is co-director of the YWCA of Genesee County and county legislator for district #9 (Genesee County).

Rita Callens Gunzelmann '96 is the director of Vocational Services for the ARC of Orleans County. Gunzelmann feels that having her MPA was instrumental in her success in getting this new position and extends her greetings to all the teachers, staff and students in the MPA program.

Linanne B. Conroy '96 is senior recreation officer for the Town of Penfield.

Brian Gatesman '96 reports that he recently received a promotion to employment coordinator at St. Joseph's Villa in Rochester, NY.

Congratulations to Kay James '98, who was recently promoted to assistant city manager for Canandaigua (her previous position was development and planning director there). James graduated in May 1998 with a perfect 4.0 GPA!

James Lampert '98 is budget and program analyst in the Office of the Secretary for the US Department of Transportation in Washington, DC.

Peter McWalters '79 is commissioner of elementary and secondary education for the Rhode Island Department of Education.

Marla Miller '94 is health care analyst for Blue Cross and Blue Shield of Rochester, NY.

Thomas O'Hara '95 is director of technology at Ravena-Coeymans-Selkirk Central School District in Selkirk, NY.

Johannes Peeters '88 is public health director for Allegany County.

Donald Vacanti '93 is coordinator for client support services for Monroe County's Department of Social Services.



Faculty Activities

Robert Guhde, associate professor, recently received an award from SUNY Brockport's Educational Technology Initiative (ETI) committee for the purchase of a plotter for his courses. Located in the PAD Computer Lab on the Brockport campus, our new HP DesignJet 450C Plotter is capable of color printing on 36" x 48" sheets and will be used along with Microsoft Project for printing project management charts. Many thanks to the ETI committee for their support.

1998 Presidential Management Intern Program Selection Process

I recently returned from Washington, DC, where, from April 28-May 1, I interviewed for several positions as part of the 1998 Presidential Management Intern (PMI) program. The interview process resulted in my accepting a job with the US General Service Administration's Office of Information Technology Integration, titled Information Resource Management Specialist. I completed my MPA studies at SUNY Brockport in May 1998 and began work in the DC area this July. The purpose of this article is to explain my experiences with the PMI selection process to those of you who may be considering federal employment.

The PMI program is designed as an annual recruiting device to attract graduate students interested in the management and analysis of public programs and policies to federal service. This program is open to graduate students in all academic disciplines during their final year of graduate studies. The selection process begins in the fall of a student's final school year with nomination by the dean, director or chair of his or her graduate program. Selection as a PMI finalist is determined by a review of the application and participation in a federal assessment center, where the candidate's verbal and writing skills are evaluated. 1998's selection resulted in 540 PMI finalists out of 1600 nominees, who are eligible to interview for 400 available positions in a wide variety of cabinet departments and federal agencies. PMIs receive an initial two-year appointment with full benefits at the GS-9 pay level (approx. $32,500), with promotion after one year to GS-11 (approx. $39,000). At the conclusion of the two-year program, the expectation is for PMIs to convert to permanent status at the GS-12 level (approx. $45,000). Eighty percent of the jobs are in the DC area, with the remaining positions scattered throughout the US (salaries may vary based on location). Furthermore, professional development and training opportunities are included as part of the program.

I am confident that my academic studies at SUNY Brockport (BS in History and an MPA) played a major role in providing me with the skills necessary to succeed in the PMI selection process. I would definitely recommend the PMI program to any graduate students with an interest in public sector management. New Spring '99 Courses

PAD 636 Security Management is scheduled for Mondays, 6 pm - 9 pm, at the SUNY MetroCenter. The instructor is Bryan Leadbetter, CPP, CFE, who is currently manager of investigations for corporate security at Bausch & Lomb in Rochester. (3 credits, elective course)

This course offers a comprehensive examination of the nature and problems of private and public security management. Focus is placed on issues of administration and the skills and solutions necessary for successful management of the security function. Topics include the historical development of the profession, organization and placement in the corporate setting, security technology and procedures, crime prevention strategies, managing workplace violence and deriving value-added contributions from security operations.

PAD 638 Environmental Management will be offered Wednesday evenings at the MetroCenter. Edward J. Doherty, MPA, is the instructor. Doherty is currently commissioner of environmental services for the City of Rochester. (3 credits, elective course)

This course provides students with the general knowledge necessary to meet the complex environmental challenges they will face as future mid- and top-level managers. Focuses on legal and managerial issues using lectures, readings, discussion and analysis of case studies.

PAD 646 Improving Program Performance in Nonprofit Organizations is on Tuesdays at the MetroCenter. Taught by Katherine Lewis, MA, director of assessment at the United Way of Greater Rochester, this course builds competencies in critical skills needed to successfully manage programs in nonprofit, health, health and human service organizations.
Addresses the use of quality systems and evaluation concepts to improve program
outcomes. Covers use of logic models to design effective programs. Explores basic budget development, objective setting, and methods for monitoring ongoing progress. Gives students experience in researching best practices and use of common program management tools.

Spring 1999 registration begins Monday, October 19, 1998. 



Summer '99 Courses

Our summer 1999 schedule should be available in November. 

Students interested in registering for an overseas course with Dr. John Phillips this summer should contact him at (716) 395-5485 and leave their name and phone number. OAP 620.01 Comparative Health Care System: The Canadian Experience will be held July 11-17, 1999.

Post-master's Certificate Programs: The Department of Public Administration has three post-master's certificate programs available: General Public Administration, Health Care Management, and Information Management Systems. They are open to students who have already completed a master's degree. Candidates successfully complete 12 additional credits of course work to receive the certificate. Contact Anne Stalnecker for an information sheet and an application at (716) 395-2375.

Certificate in Nonprofit Management: This certificate program is open to both matriculated and nonmatriculated students (you must have already completed a bachelor's degree). Students successfully complete four PAD courses (12 credits) as follows: PAD 629 Fundraising and Development, PAD 679 Nonprofit Management, PAD 679 Grants Writing and Management Seminar, and one additional course. Contact professor Wendy Wright for more information at (716) 395-5570. If you are already in this certificate program and haven't filled out an application, call the office to request one!

If you are in your last semester of course work you must complete a Graduation Data Card, which is your application for graduation from SUNY Brockport. Contact astalnec@po.brockport.edu to request one.
