Message from the Chair: 
Ann S. Altmeyer, PhD
The Kellogg Commission on the Future of State and Land-Grant Universities describes a “learning society” in which education would be universally accessible, and lifelong learning would be promoted. Information technology, particularly for distance education, makes this goal far more realistic than ever before.  As we move into the next millennium, the Department of Public Administration is exploring new uses of this technology.  Just recently we have added a Virtual Bulletin Board to our Web site with daily updates for your perusal.  This semester, this issue of  PA Notes is our first on-line-only edition which enables us to offer you the most timely information available.

Professor Edward Downey continues to teach PAD 672 Internet for Managers and I now offer a virtual version of PAD 681 Organizational Management. While on-line courses may not be for everyone, the department hopes to maximize choices for you as adult students particularly as you experience increased demands on your time each semester.

Faculty Activities: 
Congratulations to Dr. Faith Prather who will be awarded the Chancellor’s Award for Excellence in teaching at the  SUNY Brockport Fall Honors and Awards Ceremony, Friday, October 29, 1999.

Professor Edward H. Downey, PhD, will present a paper at the National Association of Schools of Public Affairs and Administration (NASPAA) annual conference in Miami Beach, FL, October 14 through 16. His paper, “Measurement t

o Meet NASPAA Criteria,” reports on the data collected from SUNY Brockport's MPA graduates on outcome measurement and evaluation of  professional programs in public administration.

Dr. Ann S. Altmeyer recently returned from sabbatical where she has been examining the feasibility of expanding PAD course offerings in distance learning with a focus on the Internet.  Subsequently, PAD 681.62 Organizational Management is being offered as a virtual Internet-mediated course this fall as an alternative to the more traditional classroom-based PAD 681.61. Although Altmeyer recognizes that the Internet as a delivery system may not be for everyone, it will provide flexible options for some students.

Dr. Wendy Wright  has submitted her dissertation entitled Manufacturing Employment: What Influences Change in Manufacturing Employment for the Doctorate of Public Administration.  Wright has also been the catalyst  behind the establishment of our department's  local chapter of Pi Alpha Alpha National Honor Society.

Congratulations are in order to Dr. James Fatula on several recent accomplishments, including his recent Scholarly Incentive Award for research on the Medicare and Medicaid costs of older adults.  Fatula also co-authored an article entitled “Continuing Care Network: Building a Disability-Based Payment and Delivery Mode Policy and Practice," which was recently published in      and is a principal consultant for New York state’s Medicare demonstration waivers from the Health Care Financing Administration for Continuing Care Networks. 

We are pleased to welcome the following new adjunct lecturers to the department:  Carol Zugo, MPA
Floyd Tucker, PhD, and Ted Welch, MPA.  Zugo is currently teaching PAD 666 Computer Applications, Tucker is teaching PAD 685 Human Resource Management and Welch is the instructor for PAD 688 Research and Program Evalution. 

News from our Alumni . . . . . . .

Betsy Harrison '95 is now the new president and CEO of the Genesee Country Village and Museum in Mumford, New York. The museum maintains the third-largest collection of historic buildings in the nation. Effective October 25, Harrison will take charge of the museum which she originally joined to find a successor for Douglas McDonald, who resigned in November 1998. 

Kay James ’98 is the new assistant city manager in Canandaigua, NY. James handles administrative activities as directed by the city manager. 

Amy Kielon '99 was married to Vincenzo Stornello on June 12, 1999, at St. Rita's Church in Webster.

Gregg Schoenfeld ’97 is now a research analyst for a corporation called MAXIMUS. Schoenfeld will research the North Carolina's welfare-to-work initiatives by coordinating a telephone interviewing program for the state's participants, analyzing administrative data from the state of North Carolina and write reports and journal articles on his research.

Richard Tantalo ’98 is a sergeant for the Irondequoit Police Department. Tantalo co-presented "Stranger Danger" safety messages to local school children at St. Margaret Mary School on June 10, 1999. Congratulations are also in order to Tantalo who was married to Jeannine Nolan on May 29, 1999. 

Sarah VanDuzer '96 is a flight commander of the 99th Medical Group (MDG). As a flight commander, VanDuzer is responsible for all patient-related administrative functions and manages 36 people in four divisions. VanDuzer was recognized in April 1999 for being one of the 99th MDG's top performers of 1998.

Daniel Varrenti ’99 was promoted to lieutenant in the Irondequoit Police Department.

Ron Adams is chapter president of The American Society for Public Administration (ASPA).  On October 14, Ron and Monroe County Executive Jack Doyle gave welcoming talks to approximately 125 people at the Fifth Annual Quality in Government Day Seminar at the Rochester Museum and Science Center.  Later that morning, he gave a talk to about 60 people entitled "Fun with Smoke and Mirrors," which was a light-hearted look at being deceived by statistics. 

Mike Wilson was recently offered a position as program director of the YMCA in Pittsford, NY.
