| The new millennium finds the department participating in a search for a new dean of the School of Professions. Robert Guhde, associate professor, has extended his leave for one more year and Ted Welch, MPA '85, CAS '97, and Lou Spiro, MPA '82, will continue to teach PAD 688 Research and Program Evaluation for us. In addition, Carol Zugo, MPA '97, will teach PAD 666 Computer Applications and PAD 620 Management Information Systems. We are delighted to retain this experienced cadre of adjunct lecturers for the next year. | ![]() |
In keeping with our desire to professionally grow with Internet technology, both Dr. Edward Downey and I will be taking instruction from the SUNY Learning Network (SLN) on how to design and teach an Internet course on the SLN statewide network. While realizing the "net" is not for everyone, we feel as a department that it is imperative that faculty stay current with the developing technology and offer courses to those students who are so pressed for time that they are willing to trade personal instructor attention in real time for on-line instructor attention. SLN has grown during the past four years and 40 universities, colleges and community colleges now offer courses through this system. At least 5,000 have enrolled and continued growth is predicted. Hopefully, we will be able to offer a statistics course (PAD 687 Statistics for Managers and an organizational management course (PAD 681 Organizational Management) in fall 2000 for those of you who are interested. Effective March 2000, the Department of Public Administration has adopted a new policy for all of the Project Paper Seminar courses (PAD 696, PAD 697, and PAD 698). The official course description is as follows: PAD 696, 697, and 698 Project Paper Seminars: Effective 3/2000, you must have completed at least 30 credits of course work toward the MPA in order to enroll, including PAD 687 Statistics for Managers and PAD 688 Research and Program Evaluation and must contact the instructor the semester prior to enrolling: October 1 for spring semesters, April 1 for fall semesters and April 30 for summer sessions. The Department's Project Paper Guidelines are available at http://brockport.edu/pubadmin/current/guidelines.html to request a copy. Seminars are limited to 10 students. The Department of Public Administration has officially adopted the Publication Manual of the American Psychological Association (latest edition), Washington, DC: American Psychological Association) as the standard for the project paper and all research papers for PAD courses.

Professor Edward Downey is considering making two changes in PAD 687 Statistics for Managers. First, he will be looking into offering the course over the SUNY Learning Network (SLN). SLN provides the platform to offer courses over the Internet. Second, Downey is examining the possibility of changing the software used in the course from GBSTAT to SPSS. SPSS is more readily available on campus and the cost of the student version is quite reasonable.

Kellie Kennedy (May 2000 graduate) welcomed a new baby girl on Valentine's Day.
Meg Kodweis '98 is grants coordinator for the American Cancer Society, Midwest Division (Iowa, Minnesota, South Dakota and Wisconsin). Kodweis is responsible for securing funding for projects/programs in the area of cancer control, early detection, prevention and advocacy from corporations and private foundations. Kodweis and her husband, Hiran, reside in Iowa City, IA.
James Morasco '86 is director of the Student Assistance/Prevention/Education department with t the Genesee -Orleans Council on Alcoholism and Substance Abuse, Inc.
Thomas O'Hara '95 received an MS in Administration and permanent New York state certification as a K-12 School Business Administrator. O'Hara is currently employed as supervisor of instructional technology for Elmira City School District.
John O'Keefe '97 has recently attained a new position at the Massachusetts Highway Department as the director of legislative affairs.
Nicholas Penna '95 currently holds two positions: police dispatcher at Monroe County's 911 Center and a volunteer fireman in North Greece, NY.
Captain Sarah Van Duzer '96 was awarded company grade officer of the year in 1998 in the 99th Medical Group.
Steve Walters '99 is currently a nursing home administrator in Cape Fear, North Carolina.

Comparative Health Care Systems, The Scotland Experience
If
you are interested in Dr. John Phillip's Scotland course, please contact

jphillip@brockport.edu. Dr.
John Phillips, professor emeritus, is offering his summer 2000 graduate
course, Comparative Health Care Systems: The Scotland Experience. This
course is six graduate credits. The Scotland study tour dates are: May
20-May 29. Major elements of the course include a study of the characteristics
(socio-economic, cultural, and political) of the Scottish health care
system in direct comparison to the U.S. health care system. The course
format includes lectures-discussions presented by key members of the
Scottish community that represent all aspects of their system (government,
providers, consumers, etc.), with a continuing discussion of the comparative
aspects of the two systems. The program is in three parts. Part one
consists of an all-day orientation meeting with lectures, discussion,
distribution of reading materials, syllabus, and course requirements.
This meeting will be held at least one month prior to departure for
Scotland. The second part consists of extensive lectures/discussion,
and field trips while actually in Scotland. The third part will be the
two-month period upon return from Scotland with discussions and preparing
and submitting a comprehensive, comparative paper on the experience.
This course counts as elective credit toward
the MPA.
