Reflections . . .
The Department of Public Administration is in the process of searching for a new chair as I am completing the last year of my second term and will return to full-time teaching next year. During the past six years we have graduated approximately 385 students. There are other highlights as well:

Students and alumni:
The department was delighted to have Brenda Bartock '95 named as the "Outstanding Adult Student of the Year" in 1995. This is an important regional award, which was so well deserved with her 4.0 GPA and her voluminous community service activities. One student applied for and was awarded a Federal Presidential Management Internship. This program is designed to attract graduates interested in management and analysis of public agencies. It is an extremely competitive program and national in scope. I am referring to James Lampert '98, who is now employed in the Office of Budget and Program Performance, a section of Office of the Secretary of Transportation, Washington, DC.

At the state level, the New York State Public Management Institute (PMI) award attracts students each year and several applicants are accepted. This internship is designed to bring individuals with the capacity for inspired leadership to careers in New York State government.

With Dr. Wendy Wright as advisor, the department sponsors a chapter of the Public Administration Honor Society. Pi Alpha Alpha now has 60 members. Students nominated must maintain a 3.75 GPA, an admirable accomplishment.

During the past six years we have graduated approximately 10 Minority Fellows, many of whom have acquired positions in the community. In addition, one graduate is now working on a doctorate and another is exploring the possibility of law school.

Our most valued asset, our alumni, continue to provide wonderful support for our public administration program and to enrich it in numerous ways. We depend on them for recruitment of promising students, service as adjunct faculty with a variety of very specialized expertise, and for assistance in the provision of challenging graduate internships and placement opportunities. Alumni who serve as members of our Public Administration Advisory Board, which was created in 1995, review and advise on curriculum and other issues of concern to the department on an annual basis. Our loyal and hardworking adjunct faculty continue to add value, expertise, and variety to our departmental offerings.

Faculty:
Faculty has changed over the years with the retirement of Drs. Richard Evans and John Phillips and the addition of Drs. Wendy Wright and Jim Fatula. Dr. Faith Prather was awarded the prestigious Chancellor's Award for Excellence in Teaching in 1999. A new faculty member, Dr. Gregory Saxton, will join us in September 2001.

We have a new Office of Graduate Studies administered by Assistant Vice President for Academic Affairs, Dr. Diane Elliott. President Paul Yu has provided this office in order to bring improved service to the many graduate programs (21) currently offered by SUNY Brockport. President Yu continues to monitor the process entailed in the purchase of the Chamber of Commerce building in downtown Rochester, which will provide an excellent site for us as all of our courses are downtown. As a department in the School of Professions, we have a new dean, Dr. Joseph Mason.

Our administrative assistant, Anne Stalnecker not only manages our office work force of work study students, designs and updates our Web pages, and keeps us all on track, but now has accumulated more than half of the required credits for her degree in communications.

At your request, as graduated MPAs, we instituted certificate programs for those of you who either missed us or saw value in taking additional courses in one of the emphases that they had not been exposed to - thereby furthering their career options and becoming even more flexible as to available positions in public administration. Two years later with the assistance of Drs.Wendy Wright and Jim Fatula, the department created a certificate program in nonprofit management that does not require completion of the MPA but is designed to increase the capacity for management in nonprofits as they continue to develop due to government outsourcing.

Technology:
Concurrent with all of these activities, the department has made every effort to keep in step with technology as it evolves and which is, as you all know, no easy task. We now find that the Web page is the most popular and well-utilized way in which you, as students and alumni, seek program information.

Three years ago, Dr. Edward H. Downey, our technology guru, offered our first course online. PAD 672 Internet for Managers continues to remain a very popular elective. We view this move into online instruction and learning as an important aspect of our public administration program, as each and every public administration student in our program will enhance his or her career options by learning how to learn online. It is part of the future. We are not dismissing the in-class networking opportunities which abound in our program, but wish to enhance information age skills in this new century.

One of our distinguished alumni, Frank Tripodi '86, executive director of Monroe Community Hospital, once proffered this sage advice for students: "Ask questions, network, and have fun." I would modify this to say, "Ask questions, network in class and online, and have fun."

News from MPA Alumni and Current Students . . .

Theresa Buick, student, and her husband, Jim, welcomed twins Hayley Carol and Ryan Connor on January 4, 2001.
Barbara Burley '88 is a technical support analyst for Information Technology at ASU West.
Ashley Eckman '00 is employed at Rochester Institute of Technology (RIT) as an assistant director of alumni relations.
Kristi Hughes '97 is director of development at Rochester Institute of Technology's College of Business.
Colin Garwood '89 is executive director at Learning Disabilities Association in Rochester.
Brian Gatesman '96 has recently earned certification as a Professional in Human Resources (PHR) awarded by the Human Resource Certification Institute (HRCI). HRCI is the credentialing body for human resource professionals and is affiliated with the Society for Human Resource Management (SHRM). Brian is employed as a Human Resource Generalist at IEC Electronics Corp. in Newark, NY.
Diane Giambrone '96 has been elected to the Board of Directors for the Employee Assistance Program of Warren, Washington, and Saratoga Counties. Giambrone is director of human resources and Affirmative Action Officer at Adirondack Community College in Queensbury.
Jean Graupman '97 presented three sessions at the Alliance of New York State Arts Organizations statewide conference on October 24, 2000. The topics included "The Role of the Board of Directors in Building Individual Gifts," "Strategies to Identify Individual Donors," and a roundtable session with rural arts organizations. Graupman is currently director of marketing at the Rochester Philharmonic Orchestra.
Denise Groesbeck '92 is president of Glove House, Inc., an organization that provides child welfare, mental health, and juvenile justice programs across the Southern Tier of New York.
Cynthia Harris '97 is currently employed at Xerox TSI in the division of Corporate Information Security in Rochester. Harris is also an adjunct lecturer for the Department of Public Administration this semester, teaching PAD 620 Management Information Systems.
David Keefe '82 currently serves as the director of fleet services for the City of Rochester. In August 2000, he was hired as an adjunct instructor for Monroe Community College's public administration program; he teaches a course on public-sector finance and enjoys it very much.
Janice Kisiel '97 has been promoted to corporate marketing coordinator for Robson and Woese, Inc., consulting engineers. In this position, Kisiel is responsible for all of the marketing activities in their four offices in New York and North Carolina. The firm provides professional services to educational, health care, institutional, military and government clients.
Michelle Mould '00 has joined the Association for the Blind and Visually Impaird (ABVI)-Goodwill Industries of Greater Rochester's marketing communications department as their new marketing and communications specialist.
Ron Pawelczak '95 has been appointed chief clerk of Monroe County Family Court. He has been Deputy Chief Clerk in Family Court since December 1994. Ron began his career with the Unified Court System as a Court Assistant in Rochester City Court in 1988.
John Wesley Ramsey III (Wes) '91 is now employed at Carolina Village, a continuing care retirement community (CCRC) located in Rock Hill, SC. As administrator, Ramsey oversees the complete start of and preparation toward start-up of operations. The campus will include: 50 duplexes of independent housing, 50 apartments of independent housing, a 20-bed assisted-living facility, and a 40-bed skilled nursing facility, with total occupancy of about 230 residents on a 66-acre campus. They are part of Gerry Homes, Inc., a Western New York operation affiliated with the Free Methodist Church of North America. Ramsey lives in Rock Hill with his wife of 16 years, Johanna, and their four-year old twins, John Wesley IV and Mercedes Cecelia. Gregg Schoenfeld '97 resides in Vienna, VA and is a research analyst for Maximus, which is an information technology oriented program that provides management consulting and operations services to America's "most forward-thinking governments."
Barbara Schwind '97 is a senior staffing services representative with the New York State Public Management Institute (PMI). Schwind appeared at the SUNY Metrocenter in October 2000 to discuss the PMI with interested public administration students. Amy (Kielon) Stornello '99 is currently working as a resident director at Rochester Institute of Technolgy. In this job, Kielon deals with crises that occur in the dorms and comes up with creative programming activities for the residents. Kielon reports, "especially challenging is bridging the gap between our deaf and hearing residents who live together in the dorms." She also supervises and motivates the resident advisors to influence others in a positive way.
Richard Tantalo '98 married Jeannine M. Nolan '00 on May 29, 1999. Tantalo is a sergeant with the Irondequoit Police Department.
Clinton Van Zandt '82 was featured in SUNY Brockport's Fall 2000 constituency magazine, Kaleidoscope. The article is entitled, "Managing Violence in the Workplace," and is a condensed version of a presentation he gives on issues of workplace violence. Van Zandt is president of Van Zandt & Associates, Inc., a crisis management consulting company, and a former special agent with the FBI. During his 25 year career, special agent Van Zandt was chief hostage negotiator at the Branch Davidian Compound in Waco, TX. Following his retirement in from the FBI, he continued to be called to consult on well-known cases. He was instrumental in composting the criminal profile of the "Unabomber," and he has analyzed the JonBenet Ramsey"kidnap" note. He has appeared on every major national television network as an expert commentator. (Kaleidoscope, fall 2000, p. 16-19).
Ruth Wagner '00 has become executive director of the Gravure Education Foundation (GEF). The mission of the GEF is to promote and support educational development in gravure technology by raising and distributing resources to educators, institutions and students. By doing so, the Foundation will motivate and develop individuals with technical proficiency and leadership skills for the print communications industry. The GEF partners with seven colleges and universities across the US to promote the gravure technology curriculum. As executive director, Wagner's responsibilities include fundraising, grant writing, scholarship program management, providing leadership to the Board of Trustees, and maintenance of collaborative relationships with partner institutions.
Jonathan B. Wells, AICP, '81 is employed as principal planner with the Charlotte-Mecklenburg Planning Commission in Charlotte, NC.
Paula Wojtowicz '95 is a public management intern for the Office of Work Force Development, NYS Office of Mental Retardation and Developmental Disabilities in Albany. Program and Policy Updates . . .  

SUNY Brockport's Faculty Senate has approved the Department of Public Administration's proposal to reduce the credit requirements for matriculated MPA preservice students from 48 to 45 credits. This change was brought about due to recent trends in NASPAA-accredited programs, which indicated a standard program of 45 credits for a preservice student. This curriculum change, effective spring 2001, eliminates one elective course from the MPA requirements for preservice students.

We think that you will find our new Internship guidelines helpful. Visit this page to download one http://www.brockport.edu/pubadmin /current/intguide.html Note that there are two separate documents, one for inservice students and one for preservice students. The department's definition of an inservice student is one who has at least two years of administrative, managerial or professional experience in an organizational context in a position requiring a baccalaureate degree. The department's admissions committee determines your status upon admission (a current resume must be submitted with the application). This status can be modified over the course of your enrollment in the MPA program if you meet the definition of inservice as described above. Submit your new resume including the two years of professional experience to your advisor with your request for a change of status.

Beginning fall 2001, all students registering for the GRE exam will receive a free (as part of the registration fee) CDRom of the practice test. You may wish to take advantage of GRE Prep software (a GRE test preparation program) which is available for your use at:
· SUNY MetroCenter, 228 East Main Street, downtown Rochester, (installed on the "Hack Room" computers). For their hours, call (716) 232-7313.
· SUNY Brockport campus, Dailey Hall, second floor. The hours during the regular course semester are 8 am - 1 am, Monday through Thursday; Friday, 8 am to 9 pm; Saturday, 9 am to 9 pm; and Sunday, 1 pm to 1 am. For summer hours, call (716) 395-2368.

Since all PAD summer courses are special sessions, be sure to check our tentative three-semester schedule for specific meeting dates, times and locations as they are not listed on SUNY Brockport's automated course schedule!

    Faculty activities . . .

    • Professor Ed Downey presented at the national American Society for Public Administrators (ASPA) conference on E-Government in March 2001. Visit their Web site at www.aspanet.org for a conference overview.

    • We are delighted to welcome the following new adjunct lecturers to the department for the spring 2001 semester: Mark Peterson, PAD 629 Fundraising and Development and Cynthia Harris, PAD 620 Management Information Systems.

    • Dr. Gregory Saxton will be joining the faculty of the Department of Public Administration in fall 2001. He received his doctorate in politics and policy from the Claremont Graduate University. He will be teaching in the area of public policy.

    • Mr. Michael Bierley will be teaching PAD 613 Health Care in America beginning with the fall 2001 semester. Bierley has extensive experience in the health-care field. He is currently vice president for senior services at The Highlands at Pittsford, a nonprofit senior living community sponsored by Strong Health System, one of Rochester's most respected providers of healthcare services.
