The subjects of family planning and abortion have caused dissent and controversy amongst the American people for over a century. Since the passage of legislation for Title X and Roe v Wade in the '70's, the subjects have increasingly become a format for legal battles, terrorism, and campaign platforms. Once again, the subject of allowing a woman to have the choice to decide what medical options will best meet her needs with regard to family planning has recently come under attack. The hard right administration of the last eight years under President Bush has chipped away at the basic foundation of Title X. A proposed regulation was submitted by President Bush to the Department of Health and Human Services on August 21, 2008 in an attempt to further undercut services. This paper will examine the effects such a regulation could produce, as well as give a detailed analysis of the current laws.
