Collective Bargaining Units for SUNY Positions

The assignment of positions to collective bargaining units is done by the New York State Public Employees Relations Board (PERB) and is based primarily on the concept of "community of interest". Within SUNY positions have been assigned to the following negotiating units based upon the similarity of their tasks, responsibilities, and working conditions. Following are links to a description of each of the negotiating units for State positions within SUNY.

Administrative Services Unit-NU02 (Clerical & Secretarial Employees)

Administrative Services Unit-NU02 (Clerical & Secretarial Employees)
This unit includes classified service employees who are assigned clerical, secretarial, and administrative assistant duties and responsibilities. This unit is represented by the Civil Service Employees Association, Inc., (CSEA). Titles assigned to this unit include Keyboard Specialist, Calculation Clerk, Clerk I, and Secretary I, among others. All titles in this unit are in the classified service. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.
 
Agency Law Enforcement Services-NU31 (University Police Officers & Investigators I & II)
This Unit, represented by Council 82, AFSCME, AFL-CIO, is comprised of certain personnel who have police duties and responsibilities and are employed in the Department of Environmental Conservation, Office of Parks, Recreation and Historic Preservation and the State University of New York. The titles in this Unit include: Environmental Conservation Officer, Park Patrol Officer, Environmental Conservation Investigator I and II, Supervising Environmental Conservation Officer, University Police Officer I and II, University Police Investigator I and II, Forest Ranger I and II.
 
Confidential Unit-NU06 (Administrative Support Staff to Managerial Employees)
This unit includes positions acting in a confidential capacity to a managerial employee who has significant responsibility for formulating university-wide or campus-wide policy, is involved in preparation for collective bargaining, has a significant role in the administration of collective bargaining agreements, or has a major role in the administration of grievances or personnel. Employees in this unit are not represented. Titles assigned to this unit in SUNY include Secretary Is or Secretary IIs reporting to members of the Chancellor's or Campus President's staffs and clerical/secretarial staff assigned to human resources or related functions. All titles in this unit are in the classified service. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit may be either exempt or non-exempt under the Fair Labor Standards Act.

Graduate Student Employee Unit-NU28 (Graduate/Teaching Assistants)
Part-time employees in this Unit represented by the Graduate Student Employees Union/Communication Workers of America (GSEU/CWA) are Teaching Assistants and Graduate Student Assistants who are pursuing masters or doctoral degrees at SUNY campuses. Most of them are employed at the four State University Centers (State University of New York at Albany, Binghamton, Buffalo and Stony Brook). These part-time employees assist SUNY faculty and administrators in a variety of teaching, research, and administrative activities.

Institutional Services Unit-NU04 (Launderers, hospital attendants and other "Institutional" Services employees )
This unit includes positions generally assigned to providing services for individuals cared for in state institutions. The ISU is composed primarily of employees who are responsible for providing therapeutic and custodial care to persons in State institutions such as those run by the Office of Mental Health and the Office of Mental Retardation and Developmental Disabilities. Represented by CSEA, this Unit includes Mental Health Therapy Aides, Developmental Aides, Licensed Practical Nurses, Food Service Workers and Youth Division Aides. This unit is represented by the Civil Service Employees' Association, Inc., (CSEA). Most of the positions in this unit within SUNY are located at campuses with health services centers. All titles in this unit are in the classified service. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.

 
Management-NU13 (Managerial Employees)
This unit includes managerial positions having significant responsibility for formulating campus-wide policy, for preparation for collective bargaining, for the administration of collective bargaining agreements, for the administration of grievances, or for personnel administration. Employees in this unit are not represented. Titles assigned to this unit in SUNY include the chancellor, vice chancellors, other executive officers in SUNY System Administration and, on the campuses, presidents, vice presidents, assistant vice presidents, deans, assistants to the president, personnel directors, and personnel associates, among others. All titles in this unit are in the unclassified service. Appointments in the unclassified service must be made in accordance with the Policies of the Board of Trustees of the State University of New York. Salaries are non-statutory which means that the title and grade of the position determine the minimum and maximum salary that can be paid. Beyond that, initial appointment salaries are dependent upon budgets, vacancy announcements, and the credentials of candidates. Positions in this unit are exempt under the Fair Labor Standards Act.
 
Operational Services Unit-NU03 (Facilities & Equipment Maintenance and Repair)
This unit includes positions assigned to operations which support the maintenance of facilities and equipment. This unit is represented by the Civil Service Employees' Association, Inc., (CSEA). Titles assigned to this unit include Cleaner, Janitor, Laborer, Maintenance Helper, Plant Utilities Assistant, and Supervising Janitor, among others. All titles in this unit are in the classified service. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.
 
Professional Services Unit-NU08 (SUNY Unclassified Academic and Professional Employees)
This unit includes positions assigned to professional level and/or administrative duties and responsibilities. This unit is represented by United University Professions (UUP). Titles assigned to this unit include Admissions Counselor, Academic Advisor, Assistant Professor, Counselor, Director of Admissions, Instructional Suppport Assistant, Residence Hall Director, Staff Assistant, Student Activities Assistant, among others. All titles in this unit are in the unclassified service. Appointments in the unclassified service must be made in accordance with the Policies of the Board of Trustees of the State University of New York. Salaries are non-statutory which means that the title and grade of the position determine the minimum and maximum salary that can be paid. Beyond that, initial appointment salaries are dependent upon budgets, vacancy announcements, and the credentials of candidates. The majority of positions in this unit are exempt under the Fair Labor Standards Act on the basis of their meeting the tests required to designate them as either Executive, Administrative, or Professional. Incumbents of positions determined to be non-exempt are eligible for time and one-half for hours in excess of 40 during the workweek and are therefore required to maintain detailed attendance records.
 
Professional, Scientific, and Technical Services Unit-NU05
The PS&T Unit is composed primarily of professional and technical personnel. Professional experience, a license, or a degree is usually a prerequisite to being hired to most titles in this Unit. The PS&T Unit includes titles such as Attorney, Nurse, Accountant, Social Worker, and Teachers in institutions, and is represented by the Public Employees Federation (PEF), AFL-CIO. SUNY Titles assigned to this unit include Chief Janitor, Clinical Physician, Nurse I, Nurse II, Payroll Clerk 4, among others. All titles in this unit are in the classified service. Appointments in the classified service must be made in accordance with the Civil Service Law and the rules of the State Civil Service Commission. Salaries are statutory which means that the title and grade of the position to which an employee is appointed determines the salary paid. Positions in this unit are non-exempt under the Fair Labor Standards Act.
 
Security Services Unit-NU01
This unit, represented by New York State Correctional Officers and Police Benevolent Association (NYSCOPBA), comprises State security personnel (other than State Police and titles place in the Agency Law Enformcement Services Unit) and institution safety officers. Titles within the unit include correction officer, and campus public safety officer.
 
Security Supervisors Unit-NU61 (Supervisors of University Police Officers)
This Unit, represented by Council 82, AFSCME, AFL-CIO, consists of supervisory security personnel (e.g., Correction Lieutenant, Forest Ranger Supervisor and Campus Public Safety Supervisor).
