SUNY campuses reserve first claim to the services of their employees. Employees may not engage in other employment that interferes with the performance of their professional obligations. No full-time employee of the State University may assume another full-time position or obligation either within or without the University while under obligation and receiving compensation from the University.To avoid potential conflicts, employees are encouraged to advise their supervisors of any outside employment to ensure that it is permissible under the Public Officers' Law and to make certain that there is no other form of conflict.
Employees who do outside consulting are advised that it is inappropriate to use their SUNY employer's resources to support their personal consulting endeavors.
Employees should also understand
that if they consult or work for compensation, including honoraria, for other
SUNY campuses, or for other State agencies, their earnings would be subject
to extra service or dual appointment approval processes and limitations. See

Office at your home campus for additional information before engaging to work
for any other SUNY campus or NYS payroll agency.

Policies of the Board of Trustees at Paragraph 4 of Title H. (Appointment
Year), Article XI (Appointment of Employees) of the states:
"Other Employment. No employee may engage in other employment which interferes

Outside
Activities (19 NYCRR, Part 932) are restricted even more strigently for
"policy makers". Policy makers at campus include the President or
other Chief Administrative Officer, Vice Presidents, and Deans. At SUNY System
Administration, policy makers include all employees appointed by the Board of
Trustees (Chancellor, Vice Chancellors, and Associate Vice Chancellors).

Honoraria and Reimbursement for Travel Expenses (19 NYCRR, Part 930) places restrictions on the payment of honoraria and travel expenses. However, SUNY academic employees who are not also employed by other State agencies may be eligible for the following exemption:
" are exempt from the limitations on the receipt of honoraria and reimbursement for travel expenses to the extent that the publication of books and articles, delivery of speeches or attending meetings or conferences are within the discipline of the individual involved". http://www.dos.state.ny.us/ethc/rules/Part930.htm
