There are many different
compensation plans for State employees of SUNY. For most of them, reference
to the compensation section of the appropriate collective bargaining unit (see
references at the end of this section) will provide the salary tables and information
that is needed to understand them. Exceptions are the SUNY professional service
managerial/confidential compensation plan and the SUNY professional employee
salary administration guidelines.
Since SUNY managerial/confidential employees are not represented, there is no
collective bargaining agreement to which to refer. Similarly, the compensation
plan for SUNY's professional service managerial/confidential positions is unique
within the State service. It is not the same as the salary plan for classified
service managerial/confidential positions in other state agencies. Therefore,
the SUNY M/C Salary Plan is included in its entirety here. For represented employees,
with the exception of including salary guidelines for SUNY professional employees,
only topics related to special compensation procedures will be provided here.
Links to the appropriate sections of collective negotiating agreements can be
found under references at the end of this section. Before reviewing compensation
further, there are two concepts that need to be presented first.
(1) Statutory Compensation
Statutory compensation refers to annual salary payments that are defined in
NYS statutes. Basically, when employees are paid on a statutory annual salary
basis, every employee hired in a particular title on a given day on any state
payroll will receive the same basic salary amount, and, barring unsatisfactory
evaluations or leaves, will move though the various salary table steps to the
job rate together. There is a statutory starting salary for the individual,
step increments, and a defined job rate --- all of which are subject to change
as a result of collective bargaining and/or legislation. Compensation for appointees
to classified service positions paid on an annual salary basis is "statutory".
(2) Non-Statutory Compensation
Non-statutory positions typically relate to a salary tables that has both a
minimum and a maximum salary that can be paid with a fairly broad range between
them. With a few restrictions, campuses are free to negotiate salaries for new
appointees within the range for the title or rank. Compensation for SUNY professional
staff paid on an annual salary basis is "non-statutory".
