SUNY University-Wide Human Resources Manual
Introduction

This Human Resources Manual has been prepared by the Office of University-Wide Human Resources to assist campus offices and employees involved in the administration of State SUNY Human Resources and Payroll functions as well as to provide SUNY State Operations employment information to employees, prospective employees, supervisors, researchers, or other interested parties. Although there are many employers within the total SUNY enterprise such as the SUNY Community Colleges, the SUNY Construction Fund, the Campus-based Auxiliary Services Corporations (provide campus bookstores and food services), The Research Foundation of The State University of New York, and some other contractors, it is the intent of this manual to address only policies and procedures directly associated with State employees of SUNY. However, with that said, where possible, this manual does include references to other resources that might be helpful to non-State employees of SUNY.

It must be noted that to produce a manual with pertinent information applicable to every situation that might be encountered is impossible. Many topics covered are complex and cannot be fully explained in a manual. Often materials can be intentionally vague and subject to interpretation through contract administration. You may need to refer to the Policies of the Board of Trustees of the State University of New York, the New York State Civil Service Law, and the various collective bargaining agreements between the State and state bargaining units, among other references, in researching any particular issue.

It should also be noted that within SUNY policies and procedures campus autonomy often allows individual campuses to develop local policies and procedures for their implementation. Therefore, it will frequently be necessary to review the policies and procedures for individual campuses to see their specific implementation of a general University-Wide policy or procedure.

Within these restraints, this manual has been designed to fulfill the following goals:

1. To provide one reliable web-based document for the placement of current University-Wide Human Resources policies and procedures.
2. To make it possible for individual campuses to link to one source of reliable and current University-Wide Human Resources information and eliminate the workload associated with each campus's efforts to maintain such information.
3. To make it possible for individual campuses to concentrate on maintaining their own unique Human Resources policies and procedures and their guidelines for implementation of University-Wide policies.
4. To eliminate the need for many University-Wide Human Resources Policies to have to be redundantly maintained in campus Faculty/Staff Handbooks. Again, campus Faculty /Staff Handbooks can be reduced to policies and procedures unique to the campus with reference to the University-Wide master document for University-Wide information.
5. To identify the different employer categories within SUNY's organizational structure.
6. To provide information about the policies and procedures, and the laws, rules, regulations that relate to specific appointment categories for State employment within SUNY.
7. To provide information about how state jobs are created and modified, and how they are filled and vacated.
8. To provide orientation information that includes SUNY-Wide policy statements governing SUNY as a workplace (e.g. Equal Employment Opportunity, Sabbatical Leaves, Political Activities, Human Subjects Research, Privacy, and Patent and Invention policies).
9. To provide information about the accountability and support systems provided to ensure that employees understand their duties and responsibilities, that they perform their duties and responsibilities effectively, that they are adequately supported, and that they are recognized when they perform above expectations.

This manual is not intended to create, nor is it to be construed to create a contract of employment for continuing employment between the SUNY and its employees. In accordance with the laws, rules, policies, and procedures that govern the State University of New York, employees are free to leave the employ of the SUNY at will and SUNY appointing authorities are equally free to separate employees from service. Also, where any conflict exists between the contents of this Manual and source documents such as the Civil Service Law, the Policies of the Board of Trustees, or collective bargaining agreements, the source documents are to be interpreted as the official policy, law, rule, or regulation.
