On November 15, 1967 the State of New York, acting through the Governor's Negotiating Committee, determined the existence of three negotiating units for State employees. The were: (1) Professional employees of the State University of New York; (2) Members of the State Police, and (3) A general unit made up of all other State employees, most of whom are covered under paragraph 130 of the Civil Service Law. Excluded from these units were members of the organized militia and those determined to be management. Many changes have occurred since this initial determination. Also several decisions by the Public Employmente Relations Board (PERB) directly related to SUNY have been made since the passage of the Taylor Law that gave collective negotiation rights to public employees in New York State.
