The System Administration Office of University-Wide Human Resources is responsible for position classification, appointment and payroll processing, salary administration, human resource records msuny logoanagement and reporting, and benefits administration for all State employees of the State University of New York (SUNY). This office is the liaison between SUNY and the Office of the Comptroller of New York State that processes the payroll for State employees of SUNY and the New York State Department of Civil Service that has responsibility for classified service appointments and administers some of the benefits programs available for all employees. It also is the liaison with the System Office of Employee Relations that represents the University in its relations with unionized faculty and staff, and with the other employers of the System Office - the SUNY Construction Fund and the The Research Foundation of SUNY.

This office is responsible for providing and interpreting Federal, State, and SUNY polices and procedures, and laws, rules, and regulations relating to University-Wide Human Resources for the State operated campuses and for assisting in meeting both internal and external reporting requirements. Its mission is to provide timely liaison and support to the campus Human Resources and Payroll staffs to enable them to effectively appoint and serve a highly qualified and effective workforce and to satisfy requirements imposed by external State agencies. It provides guidance related to position classifications and reclassifications, employee appointments, compensation, and benefits for the following employee categories: administrative officers, faculty, professional employees, casual employees, classified civil service employees, graduate and teaching assistants, student assistants, and college work-study employees as well payments to other "non-employees" such as honoraria, contractor fees, consulting fees, summer session, or special fund estimate pay.

We have developed a web-based University-Wide Human Resources Manual (see link below) to assist campuses and to create a repository for one master document that can be maintained to contain current information as close to the information source as possible.

SUNY employees are in a unique position to provide exceptional service to the many "publics" SUNY serves - students, associates in the arts, fellow employees, and the global societies that benefit both from "the arts" and from the contributions of an educated populace. Regardless of titles or assignment within SUNY, all employees have an essential role in SUNY's ability to be successful in attracting the best employees and students to our campuses and to ensure their success.
