Subject: Testing Template - Workforce & Succession Planning
To all Internal Control Officers and Coordinators:
As noted in Pat Wiaters memorandum dated July 16, 2004 regarding the subject of campus internal control status reports, we are attaching for your campus use a testing template on Workforce and Succession Planning. The subject matter was one of DOBs mandated initiatives (February 26, 2002 certification memorandum from Arthur Markowitz). Based upon input from our campus/System Administration human resource professionals, this template has undergone several revisions since it was last shared with you back in April (Curtis Lloyd/Pat Wiater memo of April 23 to HR Directors). The DOB directive was sent out in response to the 9/11 terrorist attacks and should be considered in conjunction with another DOB directive on disaster planning and recovery (business continuity planning). Workforce and succession planning also recognizes the changing demographics of the workforce in light of an aging baby boomer generation becoming eligible to retire and a shrinking workforce available to replace them.
The template assumes that the campuses have been addressing the subject matter since the DOB directive. The NYS Department of Civil Service and the Governors Office of Employee Relations have had workshops across the State on the subject over the past few years and have also published material at the following website (http://www.cs.state.ny.us/successionplanning/resources/index.html). The template, given our interpretation of the DOB directive, allows for variations of how to address the issue based upon the size, location, and resources available of the campuses.
Please note that workforce and succession planning is not just a human resource office responsibility, it should be a component of a campus strategic planning and resource allocation strategies as well, and filter down to the department level based upon the directives established in the campus overall plans. Each campus needs to decide how best to design and implement such a plan, if it has not already done so.
In addition, please be aware that a campus does not get a passing or a failing grade on the testing template. The testing is designed to determine if controls are in place and working properly. If controls (plans) are not present or functioning as intended, then corrective action needs to be implemented as soon as possible. Where applicable, the campus would still be able to certify compliance; however the corrective action plan including a timetable for implementation would be addressed in your next internal control status report. Testing however, needs to be completed before March 2005 for certification purposes.
We would appreciate it if you would share this information with your campus HR director and others as necessary on your campus. We will also request that Curtis Lloyd, Director of University-Wide Human Resources distribute the message to the HR list serve as well.
