Salary Level: SL4

Minimum Salary: $71,000

Reporting to the Director of the Physical Plant, The Assistant Director of Energy Management and Utilities is responsible for a broad spectrum of vital, high impact utility infrastructure and energy conservation programs. The Assistant Director manages all aspects of the maintenance, repair and replacement program for all campus utility systems, including electric, gas, water, energy management, heating and cooling; lighting, sanitary and storm water.

Major Responsibilities

Supervision and Leadership

• Provides supervision and leadership to a 24/7 staff of tradespeople.

• Supervises, hires and evaluates staff and is responsible for scheduling of work through coordination with subordinate supervisors.

• Devises and implements strategies and procedures to enhance employees’ productivity, safety and morale.

• Interacts throughout the campus identifying needs, resolving concerns and programs future work.

Energy Conservation

• Serves as the leader, implementer and manager of the campus energy conservation systems, programs and sustainability including:

o Oversees the Campus wide energy management system (EMS) with 10,000 control points, and develops and implements computerized strategies for peak demand controls, load shedding, curtailment and air quality.

o Develops energy conservation measures. Identifies building mechanical problems impacting energy consumption.

o Develops projects using new technology and systems that have a positive cash flow.

o Provides administrative and technical support to the operation and maintenance of energy management systems.

o Assists in the commissioning of mechanical and electrical systems for conservation.

o Continuously improves existing systems through maintenance, repair and replacement to improve reliability and conservation.

o Reduces operating costs by maximizing third party grants and incentives.

o Develops and recommends energy policies where appropriate and actively coordinates and promotes conservation initiatives among the campus community.

o Implements effective and innovative demand side management strategies.

Operations and Maintenance - Utilities

• Responsible for all aspects of customer service, operations, maintenance and reliability of all electrical and mechanical systems for the entire campus which includes: 44 academic and student residential buildings. These include hi-tech labs, multi-story structures, an ice rink, swimming pool, dining halls, 39 satellite boilers, 3000 tons of AC, miles of storm, sanitary and water supply piping systems and 13,200 and 4800 volt electrical distribution services. There is also a downtown Rochester building with its own separate systems.

• Ensures environmental compliance (DEC/EPA) of multiple systems (e.g. boiler emissions, Freon, fuel storage, etc.).

• Assesses maintenance needs in distribution systems and manages the planning, budgeting and scheduling of general and special utilities maintenance.

• Serves as departmental liaison with electric, gas and water utility companies.

Emergency and Specialty Systems

• Assures compliance and reliability of critical and emergency systems including fire alarms, sprinkler systems and hydrants, emergency generators, exit lighting, elevators, water distribution and quality, backflow preventers, and emergency electrical load shedding.

• Determines and implements immediate solutions to interruptions in service of utilities.

Projects, Contracts and Procurement

• Review and improves capital project designs and supports contractor construction in conjunction with the Director of Facilities Planning and Construction.

• Arranges, implements and administers diverse contracts and procurements.

• Coordinates within the Facilities and Planning organization on planning, projects, policies and budgets.

• Develops and administers repair/improvement contracts.

• Ensures all purchases, contracts, etc. are made in accordance with all campus, SUNY and State guidelines.

• Researches, specifies and orders mechanical/electrical equipment and supplies.

• Administers utility related service contracts valued at over $140K annually.

• Contracts with outside consultants for control work, air conditioning analysis and energy related projects.

• Initiates concepts for projects that improve the utility infrastructure.

• Reviews and edits designs.

Required Qualifications

• Bachelor’s degree in Energy Management, Electrical or Mechanical Engineering or a related field from an institution accredited by a U.S. Department of Education or internationally recognized accrediting organization

• Knowledge and experience with electrical and utility distribution systems

• Knowledge and experience with building systems of HVAC, electrical, climate control, boilers, refrigeration, plumbing and a variety of related disciplines

• Prior supervisory experience

• Project management experience from scoping through execution and commissioning

• Knowledge of codes and regulations such as Environmental, LEED, OSHA, NFPA codes, and BOCA Building Codes/Regulations

• Effective oral and written communications skills

• Excellent attention to detail, organization and problem solving skills

• Effective interpersonal skills

• Excellent customer service skills

Preferred Qualifications

• Thorough knowledge of New York State energy mandates, regulations, programs, agencies and organizations

• Blueprint skills including CAD and GIS mapping familiarity

• Certifications such as AEE Energy Manager Certification, LEED or Facility Manager
